Oil resource-based cities have played an important role in boosting China’s industrialization,urban construction and development since the founding of New China.Like other resource-based cities,with the decrease of the proportion of oil and gas exploitation,oil-based cities show the characteristics of recession and contraction in the urban competition,such as weak economic growth,population loss,industrial hollowing out,and deterioration of living environment.In view of the current phenomenon,this paper studies the smart contraction theory.Based on the perspective of the reform theory,this paper adopts the active adjustment method of smart contraction to study the petroleum resource-based cities represented by Guanghua District of Qianjiang City in Hubei Province.In this paper,using literature analysis,comparative analysis and field survey research methods,such as the combination of by discovering problems,analyze the reasons,put forward the strategy,for the blueprint of Qianjiang city,Hubei Province for the future of a better life to provide theoretical support and planning strategy,as well as other due to industrialization,the development is not caused by problems such as resource depletion region transformation smoothly development to provide a reference.First of all,this paper introduces the theory of smart contraction to the small towns with the background of resource depletion for research.According to the theory of smart contraction put forward by predecessors,the relevant contents and action objects are summarized and analyzed.Secondly,by consulting statistical yearbooks,related papers and works and other research means,this paper analyzes several typical petroleum resource-based cities,summarizes the characteristics of the recession and the reasons for the contraction,and briefly expounds the urban planning and effective means with the smart contraction theory,as well as the practical cases of the development of domestic and foreign resource-based cities.Thirdly,under the background of the gradual weakening of the proportion of petroleum industry in regional functions and the cancellation of the bloated function of state-owned enterprises to run the society,Guanghua urban area has gradually accumulated problems arising from the shrinking population,shrinking urban space,shrinking industry,as well as the aging of public service facilities and urban appearance.By means of field visit,county annals and statistical yearbook,this paper systematically investigated and studied the development course,overall characteristics,layout pattern and possible evolution characteristics of Guanghua City District in Qianjiang City,Hubei Province.Through the study,it can be found that the theory of smart contraction is coupled with the spatial development demand of Guanghua urban area,and some strategies that are in line with smart contraction methods are put forward,such as "changing the value concept of urban development","actively developing cultural and tourism industry,building creative city","withdrawing and shrinking the integration of industry and city","implementing the concept of urban construction with small growth".According to local conditions and time conditions,Guanghua City of Qianjiang City proposes such active shrinkage mechanism and spatial optimization development strategy as "improving spatial organization,improving intra-regional traffic construction,establishing urban green infrastructure network,and breaking administrative divisions".
