During the "Thirteenth Five-Year Plan" period,China’s highway and waterway construction projects have huge construction volume,wide coverage and long lines.The situation of work safety is becoming more and more serious,and the state is paying more and more attention to work safety.A series of laws and regulations have been issued to regulate the safe production environment of highway water transportation projects,and strengthen the safety production management of highway water transportation projects.In June 2017,the Ministry of Transport promulgated the "Measures for the Supervision and Administration of Work Safety in Highway Water Transportation"(Decree No.25 of 2017 of the Ministry of Transport of the People’s Republic of China),which will be implemented on August 1,2017.The promulgation of the "Measures" puts forward higher requirements for the safety production management capabilities of the various levels of government supervision departments and the participants in the construction of highway water transport projects.The construction unit,as the core body of the project organization,plays a pivotal role in the safety management of highway and water transportation projects.Therefore,how to scientifically evaluate the safety production management capacity of the construction unit,find its deficiencies,and clarify its improvement direction and improvement path have certain theoretical significance and important practical value.This paper lead into the theory of maturity and takes highway and waterway engineering as the object to study the description,evaluation,promotion direction and path of safety production management capabilities and promotion strategies from the perspective of the construction unit.The specific content includes:Analyze the characteristics of highway water transportation projects and the characteristics of safety production management,summarize the problems that the construction unit has in the safety management of highway water transportation projects,and study the new requirements of the new version of the "Safety Supervision and Management Measures for Highway and Waterway Engineering" for the safety production management of construction units,pave the way for the construction unit safety production management maturity model.Analyze the necessity and significance of the introduction of the maturity model for the safety production management of highway and waterway engineering,and put forward the construction principles of the maturity model;Analyze the construction factors and internal structure of the maturity model,and construct the maturity model of the safety management of highway and waterway engineering.Analyze the key areas and key practices of the safety production management maturity model of highway and waterway engineering,so as to construct the evaluation index system of the safety production management and maturity of highway and waterway engineering;Through the comparative analysis of the weighting methods,the index weights are determined by the fuzzy combination number OWA operator;Introduce cloud theory to establish a one-dimensional normal cloud model comprehensive evaluation method for the safety of production management of highway and waterway engineering.In order to grasp the core key practices to quickly and effectively determine the safety production management maturity improvement direction and promotion path,The paper takes key practices of safety production management maturity as influencing factors,construct Interpretive Structural Model of the factors of the safety production management maturity index of highway and waterway engineering,structural analysis of influencing factors,divide the influencing factors into three levels: surface,middle and deep;and put forward the maturity improvement and promotion strategy with the key practice pointed by the deep influencing factors as the core and focus,provide more targeted strategic support for the construction unit’s maturity improvement path.The research of the thesis enriches the project management theory and has important practical significance for the sustainable construction of the safety production management capacity of the construction unit and the healthy development of the transportation industry.
