The practice of global economic development shows that the development of the new energy industry is an important way to resolve the contradiction between economic growth and environmental protection.Since the State Council issued a document in 2010 to establish the new energy industry as a strategic emerging industry,China’s new energy industry has developed rapidly and played an important role in promoting economic growth,protecting the ecological environment,and easing energy shortages.However,compared with the traditional energy industry,the development of the new energy industry requires higher R&D investment and promotion costs,which makes it difficult to meet its needs by the traditional development model.Examining the practice of the past ten years,the industrial cluster is in line with needs of the new energy industry,which makes China’s new energy industry having produced a synergy of clusters,obtained the economies of scale and scope outside the cluster,improved competitiveness,and the new energy industry has the leapfrog development.In the past ten years of development,how has China’s new energy industry cluster formed and evolved? What is the driving force behind its evolution? How does its development affect China’s economy and environment? These are questions worthy to be researched.This research focuses on the following two aspects: First,how China’s new energy industry cluster is formed and evolved,what factors are responsible for its evolution path,and whether there are regional differences;the other aspect is the analysis of the development level of China’s new energy industry cluster,and the discussion of the measurement system of China’s new energy industry cluster.On the basis of summarizing previous researches,this paper draws on the multi-period theory of industrial cluster evolution,combining the high-tech nature of new energy industry clusters,and proposes new energy industry clusters based on internal power and external thrust based on the evolution characteristics of different types of industrial clusters,then proposes a new energy industry cluster evolution model based on internal power and external thrust.Further,in order to comprehensively and comprehensively measure the development level of China’s new energy industry cluster,this research combines the measurement of industry cluster agglomeration level with the measurement of industry cluster’s impact on the economy and the environment,and uses the atomic nucleus and the generated Coulomb force model to analyze the dynamic effect of the industry cluster on the economy and environment,that is,the influence of the industry cluster on the economy and environment will change with its evolution.On this basis,this research uses the typical fact analysis method to analyze the differences in external thrust in the evolution of new energy industry clusters,and analyzes the five major regions in China according to the framework of industry chain analysis,technology research and differential external thrust analysis.Finally,based on China’s provincial panel data,this research measures the development level of China’s new energy industry cluster,and empirically tests the dependence of China’s new energy industry cluster evolution path on technology research and development.The study found that:(1)The evolution of China’s new energy industry cluster is determined by internal power and external thrust.Internal power includes the horizontal and vertical expansion of the industrial chain and the improvement of technical level.External thrust is mainly reflected in the natural endowments,government support,and cross-regional exchanges in the area.(2)The comprehensive index of agglomeration level fully reveals the differences in the development of new energy industry clusters among regions.(3)The empirical result of the threshold regression on the evolution of China’s new energy industry cluster shows that with the improvement of industrial relevance within the cluster,the effect of technology level on the promotion of new energy industry cluster agglomeration level is increasing.(4)The impact of China’s new energy industry cluster on the economy and environment has a nonlinear characteristic.The promotion effect on economy decreases with the increase of agglomeration level;the suppression effect on the emission of air pollutants becomes significant with the increase of agglomeration level.At last,this article puts forward relevant countermeasures and suggestions to promote the development of China’s new energy industry cluster.
