It has been developing rapidly ever since the first train of the China Railway Express operated.With a near-9-year development,the running lines,departure time,and supply hinterland of the China Railway Express companies in various places have become matured and stable.In order to seek new points of trade growth and break the growth dilemma of international and domestic trade in the inland western regions,the Chengdu government launched the ‘Rongou +’ strategy in 2016,upgrading the Qingbaijiang Railway Central Station to the Chengdu International Railway Port,and successively opened ‘Rongou +’ freight trains link Chengdu,Shenzhen,Xiamen and other cities.However,with the location of Chengdu and the further development of its hinterland economy,there is a certain pressure on the existing collection and distribution system to meet the transportation needs.The layout problem of the collection and distribution system will also make it more serious under this pressure.In addition,Chengdu and its hinterland city have a relatively single transportation organization form,which lack effective organizational coordination for the hinterland points.At the same time,since the information systems between the nodes in the hinterland are independent and the information sharing is insufficient.The existing China Railway Express(Chengdu)collection and distribution system is difficult to adapt to the situation when the hinterland has less source of goods,which limits collection and distribution system’s function of platform and links.This situation reduces the logistics efficiency of the collection and distribution system,and increases costs of transportation.With the economic and trade development of the hinterland and variation of local competition,and the collection and distribution system of the China Railway Express(Chengdu)is likely to face new transportation pressure.Therefore,analyzing the China Railway Express(Chengdu)′s collection and distribution system under the ‘Rongou +’ strategy,addressing the shortcomings,then proposing reasonable and effective optimization measures are currently urgent problems to be solved,which will help the China Railway Express(Chengdu)achieve high-quality development.This thesis mainly studied problems about container transfer station′s location and cargo flow allocation within the China Railway Express(Chengdu)collection and distribution system under the ‘Rongou +’ strategy.The core content mainly includes the following points:First of all,the current situation analysis of the ‘Rongou +’ strategy and the China Railway Express(Chengdu)collection and distribution system are organized,the existing problems and reasons of the China Railway Express(Chengdu)collection and distribution system are analyzed.Secondly,the definition,structure and function of the collection and distribution system are described.Then the development of the hinterland that includes hinterland division and economic,trade and freight of hinterland of the China Railway Express(Chengdu)is analyzed thoroughly.Based on the above analysis and research,four influencing factors on its collection and distribution system are selected,which are the layout of transfer station,transportation cost,cargo owner’s transportation demand,and policy environment.Subsequently,the influencing factors and determination methods of the transfer station alternative set are mainly studied.Then by analyzing the existing problems′ reasons of the China Railway Express(Chengdu)collection and distribution system,and based on the influencing factors of the collection and distribution system,the upper-level model which is about transfer station layout aiming at minimizing the cost of investment construction of the collection and distribution system and the lower-level model that aims at optimizing the cost of cargo flow allocation were constructed respectively.Moreover,under the characteristics of the model an adaptive genetic algorithm for solving model is proposed.Finally,according to the constructed bi-level programming model,the empirical analysis of the actual data of the China Railway Express(Chengdu)collection and distribution system is provided,which provides a reference basis for the optimization of the China Railway Express(Chengdu)collection and distribution system.The results show that the model can take into account the interests of system planners and users,effectively reduce the cargo owner’s transportation cost during the decision-making period,verifying the effectiveness of the model and algorithm.
