| Changsha-Zhuzhou-Xiangtan Urban Agglomeration,as a national two-oriented society experimental zone,traffic integration construction is the key to success or failure of the experimental zone.However,the construction of urban agglomeration road network involves many administrative units within the region.Under China’s "compartmentalized" administrative management mode,administrative barriers easily lead to data sharing,inconsistent planning,lack of centralized construction and management,and difficulties in communication and coordination among administrative regions within the urban agglomeration,thus causing problems such as inconsistent original intention of urban agglomeration road network construction and planning.This inconsistency is not only reflected in the construction scale of the road network,but also in its own service level and its ability to influence the surrounding economy.In view of the above problems,the following research work has been carried out in this paper,focusing on the evaluation of conformity between road network construction and planning in Changsha-Zhuzhou-Xiangtan urban agglomeration.(1)Summarize the general indicators of road construction evaluation indicators.From the perspectives of road network scale and structure,service level,social and economic impact level,etc.,summarize nine secondary indicators including road network density,road network spatial consistency,traffic congestion,etc.,and form an evaluation index system of urban agglomeration road network construction and planning compliance.(2)To evaluate the spatial consistency of the road network,firstly,the matching of the road network with the same name and the selection of spatial consistency index are the keys.This paper designs a set of road network matching process with multiple constraints,puts forward a spatial consistency evaluation index based on mixed distance,and evaluates whether the construction of road network in Changsha-Zhuzhou-Xiangtan urban agglomeration is consistent with the planned spatial location by using the characteristic that mixed distance is sensitive to the difference between the two ends of the road.(3)It is an important indicator of the conformity between road network construction and planning to evaluate whether the coupling coordination degree between road network and economic level meets the expectation.This paper describes the road network and economic level of the districts and counties respectively with the aid of accessibility coefficient and economic connection centrality index of the districts and counties,analyzes the coupling and coordination level of the road network and economic development,and counts the coordinated development level of the road network and economic coupling of each prefecture-level city,so as to grasp the coupling development trend of the road network economy from the macro and micro perspectives,and provide a new idea for the economic impact assessment of the road network construction.(4)Combined with the evaluation system of conformity between urban agglomeration highway network construction and planning,the interpretation of relevant indicators of Changsha-Zhuzhou-Xiangtan urban agglomeration highway network construction in the "13thFive-Year Plan" series of road network planning is deeply interpreted,the planning objectives are quantified,and the quantitative rating of evaluation indicators is completed by means of deviation analysis.AHP-Entropy Method-Fuzzy Comprehensive Evaluation Method is introduced,and the 2018 Changsha-Zhuzhou-Xiangtan urban agglomeration highway network construction and planning conformity comprehensive evaluation is completed by software of yaahp.The construction of Changsha-Zhuzhou-Xiangtan urban agglomeration’s road network is in line with the planning.The construction of Changsha’s road network has a positive impact on the economy.However,due to its large population traffic pressure and obvious congestion problem,its service level is more significantly different from that of the other two cities.Zhuzhou and Xiangtan are sub-central cities of the urban agglomeration.With the construction of the inter-city road network,there is still a certain lag in the favorable impact on the economic development,and there is still a certain distance from the planned target. |
