The "Twelfth Five-Year plan" period is extremely unusual period of development of hunan economy. It is the provincial people’s earnest implementation of the central decision-making and deployment of the key period. As a national resource saving and environmentally friendly society experimental area, the changzhutan urban agglomerations continuously explore innovative, guide and stimulate the development of the six provinces of central economic leap, as the prosperous common people strong province of hunan province and practice the scientific outlook on development the great historical mission. but the water consumption of the production department of the national economy and people life is increasing.Although the economy of this area has maintained a sustained and rapid development, the problems such as the increasing of water in production sectors of national economy and residents living, Although the economy of this area has maintained a sustained and rapid development, the problems such as the increasing of water in production sectors of national economy and residents living, unreasonable structure of space utilization of water resources and the low efficiency problem increasingly prominent, coupled with the space-time water shortage and water quality of serious problems such as the severe water shortage, it makes the utilization of the water resources and the relationship between social and economic development increasingly highlight. Under this background, study on the bearing capacity of water resources in this region has become particularly urgent.Based on this, this paper does a dynamic assessment of nearly seven years of water resources carrying capacity in Hunan Province from the perspective of the relative carrying capacity of resources, its purpose is to briefly analyze the changes of relative water resources carrying capacity of the14cities of Hunan province, and draw the conclusion that the comprehensive carrying capacity of Changsha Zhuzhou Xiangtan urban agglomeration is in serious overload condition. Therefore, the comprehensive carrying capacity of water resources in Changsha Zhuzhou Xiangtan urban agglomeration and its difference has been carried on the detailed evaluation. According to the natural, social, economic development status of the Changsha Zhuzhou Xiangtan area, the writer uses SPSS software to make a Standard treatment for the evaluation index, then puts the water resources-societye conomic-ecology system as the research object, and uses water resources system as an object to establish an evaluation model of water resources carrying capacity of Changsha Zhuzhou urban agglomeration, and does empirical study.the Changsha Zhuzhou Xiangtan area2005~2011seven years of water resources carrying capacity by using the combination of principal component analysis and entropy weighting method to determine the weight of each index, The results show that, there are two cities whose WCP is less than0in the ring of Changsha-zhuzhou-xiangtan urban agglomeration, respectively is the Hengyang and Changde. This illustrates the two cities’s water resources carrying capacity in the low load condition. The WCP of other six regions (Including Changsha, Zhuzhou, Xiangtan, Yiyang, Loudi and Yueyang) is greater than0, it shows that there water resources capacity is in the "overload" state.Finally, according to the result of evaluation and analysis, combining with the area and its actual situation, the writer puts forward some countermeasures from several aspects based on the sustainable use of water resources carrying capacity research, in order to reference for policy makers. Through the study of water resources carrying capacity of the ring of changsha-zhuzhou-xiangtan urban agglomeration can not only provide water resources carrying data support for a city or a region’s social and economic development and city planning guide, can also provide constructive views for the establishment of safety guarantee system of water resources in the city, is a great protection against water pollution the significance of city water resources and prevention.
