Study On The Performance Evaluation System For Toll Stations Of China Railway Construction Deshang Company Limited

Shandong Province is one of the early provinces in Expressway construction.By 2017,the expressway mileage in Shandong Province had reached 5820 kilometers.According to the adjustment plan of Shandong Expressway Medium and Long Term Planning(2014-2030),the total mileage will reach 8300 kilometers by 2030.Highway mileage has increased dramatically,participating enterprises are more diversified,road network is more intensive and competition is more intense,which objectively puts forward higher requirements for highway operation and management.In the highway operation management system,tollgates are the indispensable main units.The overall management level of tollgates and the comprehensive quality of personnel directly affect the satisfaction of the operators,even all sectors of the society to the operation enterprises,and then affect the important economic indicators such as vehicle traffic rate,toll amount and so on.In order to improve the management level,it is necessary to study the performance appraisal system of expressway tollgates,so as to provide meaningful reference for improving the comprehensive management level of tollgates.This paper takes the tollgate of China Railway Construction Deshang Company Limited as the research object.Firstly,the current situation of performance appraisal of tollgate of China Railway Construction Deshang Company Limited is introduced in detail.Through in-depth interviews and questionnaires,it finds out the problems existing in the performance appraisal and the reasons for the problems.Then,the optimum design scheme is put forward from the aspects of overall thinking,assessment principles,process,indicators,implementation and application of results.Finally,the safeguard measures are found out from the aspects of strengthening implementation,strengthening communication and strengthening the construction of enterprise culture.It is hoped that this study will provide some reference for China Railway Construction Deshang Company Limited and the similar enterprises.
