Research On Government Regulation Problems And Countermeasures Of Guangzhou’s Motor Vehicle Maintenance Industry

With the development of social economy and the improvement of science and technology,China’s road transport industry has developed rapidly.The number of motor vehicles has increased rapidly,which has become an indispensable means of travel in our society.Research and practice show that through regular maintenance and repair,motor vehicles can maintain good working conditions,reduce their own fuel consumption and exhaust emissions,and reduce traffic accidents,so as to make the road more smooth.Vehicle maintenance is very important to extend the service life of motor vehicles,save the cost of vehicle replacement,improve the quality of urban atmospheric environment,and promote the development of energy conservation and emission reduction of the whole society.In recent years,China’s automobile industry has shown the characteristics of large stock,rapid growth,new technology and frequent renewal.New automobile science and technology has been widely used in China’s automobile industry.The whole industry has put forward higher requirements on technical conditions,operation safety,economy and utility,energy conservation and emission reduction,etc.As people pay more and more attention to automobile safety and environmental protection,the vehicle maintenance industry,as an important part of automobile aftermarket,must bear more social responsibility.Different from the production and sales of motor vehicles,motor vehicle maintenance is not a one-time service,but the whole life service of motor vehicles.With the rapid growth of the number of private motor vehicles,this is the necessary for people’s livelihood.However,with China’s economy from high-speed growth to medium and high-speed growth,the government’s reform policies are constantly introduced.The motor vehicle maintenance industry not only needs to solve the chronic problems in the development process,but also faces new problems and difficulties.In August 2018,the license of motor vehicle maintenance industry was cancelled.In June 2019,the latest "Regulations on the management of motor vehicle maintenance" was published,and the " license" of the motor vehicle maintenance industry was revised to "record",which brought new problems and challenges to the government’s supervision of the motor vehicle maintenance industry.Based on the government supervision theory and governance theory,this paper studies the problems and countermeasures of government supervision in Guangzhou Motor vehicle maintenance industry.First of all,this paper discusses the related concepts of the government supervision of the motor vehicle maintenance industry,and introduces the government supervision theory and governance theory.Secondly,this paper expounds the current situation of Guangzhou Motor vehicle maintenance industry and the current situation of government supervision.Then,according to the problems encountered in the development of the industry and the current situation of government supervision,this paper analyzes the problems and reasons in the government supervision of Guangzhou Motor vehicle maintenance industry,such as imperfect collaborative supervision mechanism,weak administrative punishment means,lack of forward-looking industry layout,insufficient daily supervision,etc.,And this paper analyzes the reasons that are imperfect supervision system,outdated supervision ideas,weak supervision service consciousness,and limited supervision team conditions.Then,it analyzes the supervision experience of other domestic cities and foreign countries,and obtains the supervision experience of diversification,informatization,systematization and standardization.Finally,this paper puts forward the following suggestions: First,to establish an efficient and standardized regulatory system of motor vehicle maintenance industry.Establish an efficient collaborative supervision mechanism and standardized regulatory system,so that the relevant management departments can cooperate with each other and have laws to abide by,so that the rights and interests of enterprises and consumers can be protected.The second is to innovate the ideas,methods and contents of industry supervision.Supervision ideas from management to service,further promote the reform of administrative approval system,the transformation and upgrading of the industry,and industry planning.Supervision mode from proactive supervision to operational and post-operational supervision can promote the standardized operation of the industry while simplifying administration and delegating powers by strengthening the construction of industry integrity system and strengthening the supervision and inspection of enterprises in the process and after the event.Supervision content from simplification to diversification including safety supervision,quality supervision,environmental protection supervision and industry big data management promotes the diversified development of the industry.Third,strengthen the construction of government supervision team.From the aspects of improving the comprehensive quality and ideology,we should build a supervision team with stronger comprehensive quality,higher work efficiency and better ideology.Fourth,strengthen the communication and service role of industry associations.We should give full play to the role of industry associations in the aspects of industry self-discipline,enterprise services,social services and industry management participation,so as to further improve the overall image and social satisfaction of the motor vehicle maintenance industry.
