In 2019,the number of flights and passenger flow in Ningbo Airport are increasing,while the airport time resources are increasingly constrained by the number of runways and the guarantee capacity.When the new terminal of Ningbo Lishe International Airport put into operation in 2020,the number of flights will be further increased.How to optimize the existing flight schedule to achieve the optimal economic efficiency has become a concern to Ningbo Airport.By using the methods of literature research,comparative research and system simulation analysis,this paper studies the method on time resource allocation optimization of Ningbo Lishe International Airport.The main contents and conclusions of this paper are as follows:Firstly,aiming at the problem of flight delays with both long timing and large number at Ningbo Lishe International Airport,the scientific allocation of flight time resources is proposed to improve the economic efficiency of Ningbo Lishe International Airport operation.Secondly,the research and analysis on current flight time resource allocation of Ningbo Lishe International Airport indicate that the shortage of flight time resources will become more serious with the development of Ningbo city and the expansion of the airport;by comparing the flight time data with Fuzhou Changle International Airport,which has similar geographical environment and basic resources,this paper finds Ningbo Lishe International Airport still shows much room for improvement in the utilization of airport flight time resources.It concludes that only by enhancing the airport flight support capacity,increasing Airport capacity,and scientifically allocating flight time resources,can Ningbo Lishe International Airport break through the existing dilemma.Thirdly,through the analysis of the internal and overall costs of flights at Ningbo Lishe International Airport,a flight delay cost model is established.It indicates that from the perspective of economic efficiency,the allocation of flight time resources shows great optimization space;the concept of "picking up the high and making up the low" is used to adjust the allocation of flight time resources to meet the needs of flights.On the basis of continuity and transit passenger demand,the optimization scheme with the highest economic benefit is sought,and the objective function with the lowest delay cost as the objective function is established,and an economic efficiency-oriented flight time allocation model is constructed.The calculation results are obtained by genetic algorithm.Lastly,the feasibility of economic efficiency-oriented flight schedule model is tested and evaluated by actual data.After using this optimization model,the flight schedule delay level of Ningbo Lishe International Airport on October 1,2018 is reduced by 20%,and the delay cost is reduced by 52.83%,which proves the model with economic efficiency-oriented.The model can reduce the delay level and improve the economic efficiency of Ningbo Lishe International Airport.
