Study On The Problems And Countermeasures Of Implementing The Multiple Subject Participating River And Lake Chief System In Hubei Province

With the rapid economic and social development,increasingly prominent water environment pollution,and governance and protection challenges brought by increasingly severe aquatic ecological environment,the study elaborates the development,changes and system innovation of river and lake chief system,and systematically discusses its supporting effect on water environment governance on the basis of collaborative governance theory and adaptive governance theory.The study elaborates from the following aspects.In Chapter I Introduction,it mainly elaborates the background,theoretical significance,summerizes domestic and foreign lakes governance experience and practices,uses literature retrieval method,case reference method,comparison analysis method and field investigation method to analyze the current situation of and problems existing in the implementation process of river and lake chief system with multi-subject participation,and proposes the study methods and paths.In Chapter II,it elaborates relevant concepts and main characteristics of river and lake chief system,and proposes that the collaborative governance theory and adaptive governance theory are the development trend of river and lake governance with multi-subject participation.In Chapter III,it investigates and analyzes the current situation of river and lake chief system development in Hubei Province since respective participation of government agencies,environmental protection organizations,enterprises and the public in the practice of river and lake system,providing a practical sample reference for the implementation of river and lake chief system with multi-subject participation.In Chapter Ⅳ,methods such as field investigation and literature review are adopted to summarize problems existing in the implementation of river and lake system with multi-subject participation such as incomplete organization structure,unsound system construction and inadequate cultural propaganda,and the cause of the problems are deeply analyzed from governance structure,system design,mechanism applications among others by using relevant theories.In Chapter V,it compares and analyzes the experience and practices of river and lake governance cases with multi-subject participation in home and abroad,and summarizes the enlightenment of foreign river and lake governance to domestic river and lake governance.Finally,it proposes specific optimization countermeasures from the aspects of optimizing organizational structure,improving system construction and strengthening cultural propaganda.To give full play to the system advantages of river and lake chief system,this paper analyzes the problems and difficulties in the current implementation process of river and lake chief system with multi-subject participation in detail according to related cases,and proposes corresponding optimization measures,to provide specific means and methods for exploring practice paths of river and lake chief system with multi-subject participation of clear responsibility,orderly coordination,effective regulation,and cooperation and mutual trust as well as solid system guarantee for maintaining health of rivers and lakes and realizing their sustainable utilization.
