| The work of optimizing business environment is in full swing in in our country,with the continuous promotion of the optimizing business environment,the optimization of business environment will be continuously promoted and deepened.At present,many excellent practices have been formed,including the "streamline administration and delegate power,improve regulation,and upgrade services","Internet+" and the reform of "running at most once" and so on.This is a major reform measure to explore the development potential of national economics and promote economic prosperity.The development of electric power is an important prerequisite for economic development,and the electricity business environment is an integral part of the business environment.As an important evaluation index for optimizing the business environment,"Getting electricity" which is the evaluation index of the electricity business environment,will always be the focus of research due to its special importance for economic development.The government of Zhejiang Province has made some achievements in optimizing the electricity business environment,but there are also some obstacles to be further improved.Combined with my work practice and the satisfaction survey on enterprises,individual businesses and ordinary people in Zhejiang Province,the evaluation research on the current situation of the optimized electricity business environment in Zhejiang Province is carried out by consulting a large number of relevant research literature on new public service theory and overall government theory and ordering the domestic and foreign research status of the new public service theory,the overall government theory,the optimization of business environment and the government regulation.Based on the survey results,the problems of optimizing the electricity business environment in Zhejiang Province can be concluded as follows:"organization and leadership needs to be strengthened","service quality needs to be improved","coordination still needs to be strengthened","external supervision is not yet perfect",etc.Based on the new public service theory and the overall government theory,the optimization path of government functions is proposed,namely "strengthening organizational leadership","improving service quality","strengthening horizontal coordination" and "improving external supervision."In this paper,the overall government theory and new public service theory are firstly used to study the government functions for optimizing the electricity business environment.This content is rarely mentioned in the relevant research at domestic and foreign,and it is an important breakthrough and innovation in the research perspective.At the same time,the research enriches the application fields of the overall government and new public service theory.Combined with the theoretical research and practical investigation,some specific suggestions are put forward about the function of government for the optimization of electricity business environment in Zhejiang Province.And it provides a reference for the further improvement and optimization of the electricity business environment in Zhejiang Province.And it also helps to explore and enrich the Zhejiang chapter of governance practice with Chinese characteristics. |
