In recent years,relying on the background of vigorously developing basic transportation facilities in China,the railway industry,which is the national transportation artery,has entered a period of rapid development.Since entering 21 st century,the existing internal combustion traction method has been gradually eliminated,and the electrification transformation project has become an important part of the annual railway investment.As a large-scale state-funded infrastructure project,how to scientifically and rationally control its investment and save state-owned funds has become a major issue in railway electrification projects.Based on the full analysis of domestic and foreign research,this paper focuses on the most important preliminary design stage for investment control in the construction of electrified railway,and studies the influence of price,quantity,rate and other sensitive factors on investment control.The analytic hierarchy process(AHP)is used to establish the analysis index system that affects investment.According to the relationship formed by each level,the pairwise comparison analysis method is used to determine the weight of the influence of the constituent elements in each level on investment.Combined with hualiu railway electric transformation project to demonstrate the application.Through calculation and analysis,it is found that the catenary erection form,traction power supply method,and business line blockade construction method are the key influencing factors for the investment of electrification transformation projects.In view of the above calculation results,corresponding control measures are proposed to transform the existing passive cost control mode into active control.And make adequate disposal plans to control the development of project investment in the direction of favorable factors.Through research,the paper puts forward the method of optimizing project design budget.And adopt the idea of combining scientific theory and engineering practice to improve the accuracy of design estimates,and provide a reference for reducing the construction investment of railway electrification projects,making capital investment more reasonable,and improving engineering efficiency.At the same time,the analysis and evaluation model of electrification transformation factors established in this paper can be widely used in other electrification transformation projects.With the continuous deepening of research and application of AHP analytic hierarchy process in the field of railway engineering cost control,it is helpful to change the previous concept of relying on experience to control cost and propose a direction for scientific cost control.
