Abstract/Summary:
Development is the embodiment of the country’s social progress,and energy is the foundation of economic and social development.The power grid is connected to energy production and consumption.Only by building a mature and complete and strong smart grid can the government’s work goals such as "carbon peak and carbon neutrality" be achieved.At present,the construction of smart grid is in the leading and upgrading stage.Situation understanding can solve the problems of inaccurate data analysis and incomplete information grasp due to the complex system,so as to avoid large-scale power outages caused by some component failures.The research on the comprehensive evaluation of the development status of smart grids in situation understanding can be divided into two parts:constructing an evaluation index system and building corresponding evaluation models.A reasonable smart grid situation understanding can grasp the current grid development and find out the advantages and advantages of various provinces.Weak areas and propose improvement measures to speed up the energy transition.This article first establishes seven aspects including safety and reliability,coordination of development speed,coordination of development scale,level of intelligent equipment,business benefits,user interaction,and social investment benefits from the three perspectives of power companies,power users,and governments In terms of a total of 40 indicators,the smart grid development status evaluation index system,the index coverage is more comprehensive,and the development of smart grids can be quantified in many aspects.Secondly,a comprehensive evaluation method combining dynamic and static is proposed.In static analysis,fully considering the correlation between subjective and objective factors and indicators,the G1-entropy weight-independence weight method is proposed to determine the subjective and objective weight of each indicator,and then the comprehensive score under the static time section is obtained.This method can solve the indicator The errors caused by inter-correlation make the evaluation results more accurate.In the dynamic analysis,an evaluation method based on rewards,punishments and incentives is proposed.and the deficiencies of the provinces in the development process are discovered through the amount of rewards and punishments,so as to realize the dynamic evaluation and make the results more scientific.Finally.through the analysis of the development status of smart grids in 27 provinces.the rationality of the evaluation system and evaluation method established in this paper is verified.which can fully reflect the development level of smart grids.and put forward long-term suggestions for weak links,and understand the situation.The information of the situation is conveyed to decision-makers in the form of situation visualization,which lays the foundation for situation prediction.
