Water conservancy is an important part of China’s national economy and social development.Water conservancy industry is not only the foundation of social development,but also the guarantee of ecological environment.In the process of seeking the balance between sustainable development of economy and society supported by water conservancy industry and ecological environment protection scientifically and rationally,the concept of water conservancy project construction has been raised,developed and popularized.Since 1997,China began to collect water conservancy construction funds,which are mainly used for the construction of water conservancy projects,maintenance of water conservancy projects and emergency flood control.Water conservancy construction fund has gradually become one of the important sources of water conservancy investment funds.However,there are still some problems in the process of water conservancy construction projects,such as unfair allocation of resources,waste of funds and single channel of fund raising.How to reduce the risks and hidden dangers faced by the application of water conservancy funds and ensure the maximization of investment benefits of water conservancy construction funds is the key to do a good job in the management and operation of water conservancy construction funds.Therefore,it is urgent to evaluate the benefit of the input and output of water conservancy construction fund.Firstly.this research analyzed the domestic and foreign articles on the input-output of water conservancy funds,and expounded the basic model of input-output analysis.At the same time,it drew on the basis of constructing the input-output benefit evaluation system of water conservancy funds,and established the index system of input-output benefit evaluation of water conservancy construction funds.According to the input-output theory,this research analyzed the input-output data of water conservancy construction fund in Zhejiang Province.and put the data into the input-output benefit evaluation system of water conservancy construction fund.In addition,the subjective and objective method was adopted to assign weight to each index,and Z-score standardization method was used to standardize indexes of different units.The mathematical model of input-output model-input-output ratio(output/input)was used to calculate the output benefit of water conservancy construction funds in Zhejiang Province from 2011 to 2015,it is concluded that the comprehensive scores of water conservancy construction funds allocated in flood control projects,hydropower development and utilization projects,irrigation and waterlogging removal projects,water utilities projects,water conservation and ecological projects,control junction projects and water supply projects are 0.31,0.2,0.1,0.04,0.02,0.01 and 0.01 respectively.It shows that the water conservancy construction fund can be invested in the three projects of flood control project,irrigation and waterlogging removal project and hydropower development and utilization project,which can obtain higher benefits,and more investment can be considered as appropriate.
