14,2018,the Central Committee of the Communist Party of China and the State Council issued the "Guiding Opinions on Supporting Hainan’s Comprehensive Deepening of Reform and Opening-up",announcing the establishment of a pilot free trade zone on the entire island of Hainan.In order to implement the strategy of the Party Central Committee and Hainan Province to promote the construction of Hainan Free Trade Zone(port),promote the rapid development of the Greater Sanya Tourism Economic Circle and the high-quality development of tourist attractions,intensive use of land,and actively promote the development of urban trains and public transportation,China Railway Group Corporation Co-approved with the Hainan Provincial People’s Government the construction of the "Utilization of Hainan West Ring High-speed Rail and Freight Line to Operate Public Transport-oriented Tourist Train Reconstruction Project".The existing Hainan West Ring High-speed Rail Line has 3 stations for use,3stations for
