| As an indispensable terminal of municipal solid waste treatment,waste incineration power generation project plays an important role in the normal operation of the city.However,with the partial opening of political space and the gradual enhancement of rights awareness,the public’s resistance to such negative externality projects has become more and more intense,falling into the strange circle of "making trouble as soon as building,stopping as soon as making trouble,and winning by making trouble".From the existing research results,relevant data records and field investigation,it can be seen that the public did not take extreme resistance to project construction at the beginning of NIMBY mood.How NIMBY conflict evolved from a rational protection behavior to an irrational and emotional resistance behavior is worthy of further study.From the perspective of NIMBY governance practice in developed countries,effective risk communication is the key to resolve NIMBY conflicts.However,the common risk cognitive bias among stakeholders not only hinders effective risk communication,but also may lead to the escalation and evolution of NIMBY conflict behavior.This paper clarifies the specific manifestations of risk cognitive bias in NIMBY conflict cases,identifies the influencing factors of NIMBY conflict behavior evolution,summarizes the influencing factors into the analysis framework of risk cognitive bias,constructs the framework of NIMBY conflict evolution in waste incineration power generation projects,and explores the main logic of evolution framework,so as to provide theoretical basis for the government in the prevention and governance of irrational NIMBY conflict behavior It is reported that to reduce the resistance of waste incineration power generation project.Firstly,this paper constructs the NIMBY conflict case base of waste incineration power generation project,and obtains the influencing factors of NIMBY conflict evolution through grounded coding.The external influencing factors include:①government attitude,②risk experience,③mobilization planning,④information exchange,⑤ legal mechanism;the internal influencing factors include:① trust level,②psychological perception,③risk cognitive bias.Combined with the research results of the existing literature,the inductive thinking of grounded coding,the manifestation of the factors and the interaction between the influencing factors,the effect of external factors on internal factors and the interaction between internal factors are explored,and the evolution framework of NIMBY conflict is constructed.Secondly,through the statistical analysis of the questionnaire data,this paper empirically analyzes the evolution framework of NIMBY conflict in waste incineration project,and obtains the evolution mechanism and rules of NIMBY conflict.Government behavior and risk experience affect the level of trust;when the level of trust is reduced,government behavior and mobilization plan affect psychological perception;when the level of trust is negative,information exchange and legal system affect risk perception bias.Trust level,perceived emotion,risk cognitive bias and NIMBY conflict behavior constitute the main framework of NIMBY conflict behavior evolution of waste incineration power generation projectFinally,according to the main line of NIMBY conflict evolution framework of waste incineration power generation project,this paper puts forward the Countermeasures of prevention and governance from three aspects:reshaping the credibility of the government,resolving the negative perception of the public and reducing the risk cognitive bias. |
