| Under the macro background of green,environmental protection and sustainable development,the waste incineration power generation PPP project has received extensive attention from all walks of life and has become an effective means to solve the urban ―garbage siege‖ situation,the government’s insufficient financial resources and improve the level of public goods and services.However,with the vigorous implementation of the waste incineration power generation PPP project in China,many problems have gradually emerged,especially the early termination of the waste incineration power generation PPP project,which has caused great negative impact on the government,enterprises and society,and lost its adoption.The purpose and significance of building a waste incineration power generation project in PPP mode.Therefore,in order to prevent the early termination of waste incineration power generation PPP project,it is of high social value and practical significance to study the influencing factors of early termination of waste incineration power generation PPP project.On the basis of explaining the relevant concepts of waste incineration power generation project,PPP mode and PPP project termination in advance,this paper first analyses the necessity and feasibility of the development of waste incineration power generation PPP project,its development status and problems faced.Secondly,the grounded theory method is used to identify the influencing factors of premature termination of refuse incineration power generation PPP project.Thirdly,on the basis of grounded theoretical analysis,the influencing factors model of early termination of waste incineration power generation PPP project is constructed,and empirical research is carried out by using structural equations.Finally,from the three levels of government departments,private capital,and the public,the management and control recommendations for preventing the early termination of waste incineration power generation PPP projects are given.This paper identifies,models and tests the influencing factors of early termination of refuse incineration power generation PPP project.The main conclusions are as follows:(1)In order to prevent the premature termination of PPP project,it is necessary to study the influencing factors of premature termination.(2)The occurrence of premature termination of refuse incineration power generation PPP project is not determined by one factor,but the result of the interaction of multiple factors,involving the relevant subjects mainly including government departments,social capital and the public.(3)The main factors affecting the early termination of PPP projects are government departments,social capital,external environment,policy changes,construction risks and operational risks.(4)Government departments,social capital and external environmental factors can influence early termination not only through construction risk,but also through operation risk.Policy change factors only affect early termination through operation risk,and construction risk and operation risk play an intermediary role.(5)Preventing the premature termination of PPP projects for waste incineration power generation requires the joint control of government departments,social capital and the general public.The possible innovations of this paper are as follows: firstly,the research object is relatively novel,taking the PPP project of waste incineration power generation as the research object,the influencing factors of early termination are studied.The second is to identify and analyze the influencing factors and action path of PPP project early termination,which enriches the relevant research in the field of PPP project early termination.The limitations of this paper are as follows: firstly,there is no detailed analysis of all stages of the whole life cycle of the PPP project for waste incineration power generation;Secondly,there is no in-depth discussion on the interaction between the various influencing factors. |
