Waste incineration power generation BOT project risk management process is built on risk identification, risk assessment and risk response on the basis of the project after the adoption of the decision-making to identify and assess risks and develop targeted proposed risk response strategies, successful implementation of security projects. However, our garbage incineration power generation projects using the BOT model short time, less accumulated experience, coupled with the many project stakeholders, building and the concession period is longer, making the complex risks faced by the project, the urgent need to promote waste incineration power generation BOT projects to enhance and improve the risk management theory and practice.This article will attempt to present the case of waste incineration power generation BOT projects are analyzed and summarized in the identification of such risk factors BOT projects, and build a risk assessment model for waste incineration power generation BOT project risk assessment, sort, and then based on the the proposed structure of targeted risk response recommendations for waste incineration power generation BOT project risk management theory and practice play a role in the promotion. The details are as follows:Firstly, through the analysis of river water in Shenzhen, Guangzhou, Li Hang, North Hankou, Wuhan, Zhengzhou Ying Jin, Kunming Wuhua and Wujiang in Jiangsu total of six cases, and from the main risks identified11waste incineration power generation BOT projects that government decision-making risk, risk policies and regulations, waste supply risk, expense risk, the risk of design changes, technical risk, operational risk, bidding risks, benefits and costs of changes in risk, completion risk, force majeure risks;Secondly, evaluation and analysis of the applicability of fuzzy multi-attribute decision making in the BOT project risk assessment, constructed incineration power fuzzy multi-attribute linear programming garbage BOT project risk assessment model based on the aforementioned identified the11major risk assessment, and based on the assessment results are sorted, which sort the results were as follows:government policy risk, operational risk, policies and regulations risk, technology risk, waste supply risks, bidding risks, benefits and costs of changes in risk, the risk of design changes, completion risk, expense risk, force majeure risks;Finally, from the government side were assumed risk (the risk of government decisions, policies and regulations, risk, waste supply risk, expense risk), the project company to risks (design change risk, technology risk, operational risk) and risk of mutual commitment (bidding risks, benefits and costs change risk, completion risk) were made targeted prevention recommendations.
