Research On Influencing Factors Of Budget Management Of A Railway Construction Project Based On DEMATEL

Railway construction projects have long duration,large investment,complex engineering environment,and complex project stakeholders,so the budget management is faced with many complexities and uncertainties.It has become an important research topic of budget management how to clarify the effective improvement strategies for influencing factors of characteristics.The A railway construction project has three aspects of budget management problems,such as inaccurate budgeting,low efficiency of budget control and frequent overestimation,which seriously affect the budget estimate management of A railway construction project.Through consulting the literature,this paper studies the characteristics of budget management under two different policy systems of database method and quota method,and analyzes and compares the advantages and disadvantages of comparative analysis method,analytic hierarchy process,regression analysis method,ISM interpretive structure model and DEMATEL in the study of influencing factors,combined with A railway construction project budget management three aspects problems: Due to the inaccurate compilation of budget estimates,low efficiency of budget control and frequent occurrence of budget estimates,it is considered that DEMATEL is A research method suitable for budget estimates management of A railway construction project.However,due to the complexity of A railway construction project,there are many impact factors.If too many impact factors are identified,it is not conducive to the analysis quality of De Matel.If too few impact factors,it is easy to blur the complex impact factors.The method of classification according to the construction stage and combining the classification of internal and external factors is adopted to identify 23 factors that are sufficient to cover the management content of the project budget estimate.Then,Delphi method is adopted to further reduce the 23 influencing factors to 15.De Matel method is adopted to conduct correlation analysis on 15 influencing factors of the management of the budget estimate of A railway project.The 15 factors were classified as root layer factors,intermediate layer factors and consequential layer factors respectively.And according to the characteristics of each layer of factors,the corresponding improvement strategies are put forward,which have been used in the budget management of A railway construction project.It has enriched the theoretical methods of budgetary management to a certain extent,provides a reference for the compilation and control of budget estimates of other railway construction projects in the future,and advances the research of Dematel method in the budget management of railway construction projects.
