Research On The Evaluation Of Support Policies For High Quality Development Of Strategic Emerging Industries

The development of China’s strategic emerging industries has brought about changes in the modes of production,adjustments of industrial patterns and remodelings of ecological system,which has led to the growth of investment,employment and taxation,and injected strong new momentums into the development of China’s modern industries.In order to support strategic emerging industries to achieve high-quality development,China has promulgated and implemented a number of policies.However,the process of policy formulation,implementation and taking effects produces both positive effects and negative effects,and policies are not entirely scientific and feasible,so scientific evaluation of strategic emerging industry policy is particularly important.Policy evaluation is helpful to explore the advantages and disadvantages of policies,and also to rational allocation of policy resources of strategic emerging industries.Based on the reading of relevant literatures,policy texts and authoritative reports of industries,this paper uses Delphi Method and Analytic Hierarchy Process to build an evaluation index system of support policies on high-quality development of strategic emerging industries,including three first-level indicators and fourteen second-level indicators.The three first-level indicators are supply side,demand side and environment side.The second-level indicators of supply side are R&D funding support,talent support,infrastructure construction and intellectual property protection.The second-level indicators of demand side include price subsidies,tax relief,procurement of government and other institutions,as well as construction of overseas institutions,service outsourcing and trade control.The second-level indicators of environment side are financial support,demonstration and promotion,market supervision and ecological environment protection.The object of case study selected in this paper is the main policies supporting the high-quality development of new energy vehicle industry at the national level in recent ten years.The final comprehensive evaluation result is that the overall policy level is high.Based on the analysis of the deficiencies of existing policies and other issues,this paper puts forward some suggestions for the improvement of future policies:first,strengthen the protection of intellectual property of strategic emerging industries;second,optimize the procurement strategy of the government and other institutions for related products and services;third,improve the trade control system of strategic emerging industries;fourth,improve the level of financial support for strategic emerging industries;fifth,improve the level of investment in R&D and innovation of strategic emerging industries.
