The inland waterway service area(IWSA)is a service infrastructure for the inland waterway network.It provides unique services such as anchoring and replenishment for passing ships and crews,and plays an important role in promoting green channels,ensuring navigation safety,and improving quality and efficiency of waterborne transportation.The construction of IWSA in Jiangsu and Zhejiang provinces have made great progress in China.However,with the changes in economic conditions and service environment,there have been several problems such as dissonance service configuration and unreasonable service resources allocation.Based on the present research and construction achievement of IWSA,a study of service configuration and scale of IWSA was carried out to provide a theoretical basis for IWSA planning,construction,and operation.Using the data from questionnaire survey about crew service requirements and service satisfaction,the service configuration was studied in service requirements,satisfaction and importance,and the IWSA scale was studied by establishing a simulation model of waterborne transportation.A method of service priority configuration was proposed after analysis of the impact of various service configurations on crew satisfaction,with a tool of ordered probit model.According to the analysis of service expections requirements,the service modular configuration model was proposed using structural equation model(SEM).Several targeted advices for IWSA development was put forward after the evaluation of service characteristics,with a tool of “Expection–Performance–Importance” model.A method of determining IWSA scale was proposed by analyzing the relationship between berth quantity,crew number and ship volume,according to the traffic flow characteristics,ship characteristics and service characteristics of IWSA,with a tool of simulation model based on Anylogic.The innovation points of this research are as follows.(1)Proposing a service modular configuration method,based on the service requirements relationships.(2)Inproving the existing calculation method and proposing a practical formula of berth quantity and ship volume,based on the traffic flow simulation model.
