| Housing Development project has vital role in urban development and in changing citizens Scio economic status of developing countries like Ethiopia.However,construction project delay becomes a bottleneck problem for the last two decades in Ethiopia.Particularly,40/60 Saving Housing Program has 38,344-unit houses under construction in Addis Ababa at four sites which were Started since 2014 proposed to be completed within 1.5-2.5 years.However,this Housing development Project was delayed for more than 3 years at a time of the study conducted and is expected to be delayed even hereafter unless a strong measure is taken.With this in mind,the study was aimed at Analyzing the factors that Cause Delay in Construction housing development Project,the case of 40/60 Condominium Housing Project in Ethiopia.Hence in order to achieve the aforementioned general objective Eighty(80)attributes categorized in nine(9)group factors were identified as Construction delay factors reviewed from extensive literature.Therefore,to achieve the stated objectives,both Descriptive and exploratory research designs were employed.Moreover,the data were collected from 106 respondents using Stratified simple random sampling technique with Closed ended self-administered questionnaire measured with five-point Likert scale Moreover,Factor analysis Statistical method coupled with quantitative research approaches were also used in the research.Hence,the collected data was analyzed using both Descriptive statistical analysis methods such as Relative importance index and Exploratory Factor Analysis technique.Principal component analysis,and Confirmatory factor analysis were used to Extract,Validate and to assess the relative importance of the major housing development delay factors.For end,different software such as SPSS version26 and AMOS version26 were used to help the statistical analysis.Therefore,the descriptive statistics result indicated that 39 percent of the respondents had below five years of experience,whereas 37 percent were Six to ten years,15 percent were eleven to fifteen years and 9 percent were above fifteen years work experience respectively,In addition to this,the result of Educational qualification of the respondents revealed that 95 percent of them were achieved their first degree and second degree.The document review result concerning 40/60 condominium housing project revealed that the project delayed by More than three years till date.Moreover,the result of factor extraction using Principal Component Analysis method reduced the 40 attributes to 21 attributes and resulted five derived Factors.Moreover,the five extracted factors were computed and ranked to show the Relative Importance Index of delay causing factors.Therefore,the result associated with the Relative Importance Index of revealed that Poor planning was perceived as the dominant factor to cause project delay and ranked first with 73.6 percent followed by insufficient site management 68.4 percent and lack organizational competence ranked third with 68.5 percent,difficulty in financing projects was ranked fourth to determine project delay with 66.4 percent whereas,Inefficient Human Resource management was perceived last rank to determine project delay with 62.9 percent.Generally,the 40/60 Housing condominium Project was delayed with more than 3 years from the proposed completion and this was due to poor planning,inefficient site management,poor of organizational competence,difficulty in project financing and poor Human Resource management.Therefore,Addis Ababa housing development corporation should work hard on project planning,follow up the progress of the project both at desk and field,ensure the quality of machineries and equipment use for the project,properly manage the site management issue and adequately finance the project. |
