Research On The Risk Assessment Of PPP Model In Zhengzhou 107 Auxiliary Road Expressway Project

With the acceleration of the process of reform and opening up,China’s economy has gradually grown into the second largest economy in the world,and the achievements have surprised the world.With the continuous acceleration of urbanization in China,the existing infrastructure is far from meeting the needs of urban residents.With the increasing demand,the government-led construction model has not kept up with the development of the times.A large number of urban construction has led to a serious tight government funds,therefore,based on the investment model of joint cooperation between the government and social capital-PPP model has entered our line of sight.PPP mode is a new project financing mode based on public-private partnership,which is of great significance for China’s current urban construction.However,because of the particularity of PPP project,the risk it faces will be more than that of conventional project,and the relationship is complicated.Therefore,how to evaluate the risk of PPP project and adopt effective control strategy is the core problem that PPP project can carry out smoothly.The research on PPP project management is of great theoretical and practical significance.This paper takes the PPP project of Zhengzhou 107 Auxiliary Road Expressway Project as the research object,on the basis of consulting the research results of experts and scholars at home and abroad in this field,summarizes the theoretical basis needed in this paper,analyzes the concept and characteristics of PPP project,and expounds the causes of risk evaluation and the classification of PPP model risks.Then,use literature review and the Internet to collect some failure cases to identify the risk factors of traffic project PPP mode,combined with the project risk evaluation theory and fuzzy comprehensive evaluation model as the research basis,this paper analyzes the risk of PPP project of 107 Auxiliary Road Expressway Project,and puts forward four control measures to control the risk of this PPP project.On the basis of the above analysis,this paper puts forward some countermeasures and suggestions for perfecting the PPP mode of traffic engineering project infrastructure construction in Zhengzhou,it also provides some theoretical reference value for the PPP project in urban construction in China to effectively control the risk.
