Abstract/Summary:
The rapid development of economy and technology has driven the gradual liberalization of the electricity market,the demand for electricity is increasing rapidly.To some extent,the increase of the demand for electricity has promoted the large-scale construction activities of transmission lines.In this process,the implementation of refined cost management and cost control of transmission line project is particularly important.However,as an important part of engineering cost,labor costs are constantly changing under the circumstances of frequent fluctuations in market supply and demand and price levels,which has a certain impact on the cost control of transmission lines.Relevant departments usually solve this problem by revising the quota of power construction projects and issuing the quota adjustment coefficient in time.However,compared with the rapidly changing labor market,the existing methods have not been able to fully solve the impact of large changes in labor costs.Therefore,this paper focuses on the related research on the causes and measurement methods of labor cost changes in transmission lines,in order to provide a reference for solving a series of problems caused by labor cost changes in transmission lines.First of all,by combing the construction process and content of the entire transmission line project,this paper draws out the specific division of the types of work required for the transmission line project,and analyzes the differences between the two by studying the specific composition and calculation method of the fixed labor cost and market labor cost of transmission line project.Then it analyzes the labor cost changes of different projects of transmission lines,and explores the degree of different project overruns.Secondly,on the basis of literature induction,using questionnaire surveys and expert interviews to explore the various influencing factors that affect the transmission line labor cost changes,establish a set of key influencing factors,and then explain the structural model to level the influencing factors of transmission line labor costs changes Division and qualitative analysis of key factors at different levels,based on the key factors after the division of the level,the quantitative analysis of the effect intensity is carried out through a decision laboratory analysis method.Thirdly,by analyzing the time series of unit cost unit price and CPI index time series of the national power construction,the labor cost adjustment cycle is obtained,and the labor cost adjustment coefficients of various provinces issued by the fixed terminus in recent years are collected and analyzed,divided by regions,and the future of the country is analyzed.In the past ten years,the average labor unit price changes in various regions.Through data fitting,the national labor cost adjustment coefficient for the next ten years is predicted,and the future labor cost change trend is analyzed.Finally,a PSO-SVM labor cost change adjustment calculation model is constructed based on key factors affecting labor cost changes in transmission line engineering,and an empirical analysis is performed on typical province data to verify the applicability of the model in this paper to provide support for improving labor cost management for transmission line construction.In this paper,the internal and external factors,such as economy,society,environment and project itself,are taken into account when studying and analyzing the change of labor cost of transmission line.At the same time,the traditional SVM method is improved,and the table of adjustment coefficient of labor cost change is established to provide a path for the realization of economic benefits of transmission line project,which has important reference value and practical significance for improving transmission line project management and project cost management.
