Case Research Of Whole Process Tracking Audit Of Power Grid Construction Project

With the rapid development of Chinese economy and the improvement of people’s living standards,the demands for electric power resources in the whole society are increasing,so the governmental investment in the electric power industry has continued to increase.As a medium for carrying power resources,the power grid play an important role in connecting power sources and clients,and it is also the infrastructure for Chinese economic development and people’s livelihood.And the construction of power grid projects is also highly concerned by society.Power grid engineering projects possess the different characteristics than other common construction projects.First,the power grid project is bigger than others.Usually,multiple programs are designed for one project,and each program cooperates with each other to achieve the setting targets.Secondly,the power grid project has a long construction period,which requires high professional knowledge and skills,and the project involves multi-party cooperation and creates great challenges in management.In terms of internal control of project management,more human,material and financial resources are needed.However,in the process of actual construction,it is difficult for the management department to achieve all aspects of internal control,which makes auditing difficult in supervising and controlling.Moreover,the geographical location of the power grid infrastructure possess a large span,especially for ultra-high voltage circuits.The power grid project geographically crosses multiple provinces and cities,and this phenomenon cannot occur in normal engineering projects.The power company is a large state-owned enterprise,then most of the construction funds for the project are directly from higher-level companies,and little self-funding.There is a break in China,spending others’ money and do things for others.So,during project implementation,it is easy to appear the inefficient use of funds,and the operation of a large amount of funds is prone to cause problems such as corruption.Therefore,according to the characteristics of the grid project,it is necessary to audit of the power grid project.The traditional post-event audit focuses on the final account when project complete,which cannot audit and control the feasibility study,design,material management,and cost and project quality of the project in the early stage.Obviously,the traditional post-event audit cannot meet the needs of large-scale engineering construction projects,but the whole process tracking audit can solve the problems.The whole process tracking audit can review and control each stage of the construction project,find problems and correct them in time to ensure the quality of the project construction and the efficient use of funds.This paper use the literature analysis and case study method,and sorts out the domestic and foreign literature in relevant on the whole process tracking audit of engineering projects.In addition,this paper summarizes the relevant internal auditing theory of the whole project process,and briefly introduces the concept and characteristics of power grid engineering projects.This paper consider the theory of entrusted economic responsibilities and project management theory,and expound the example of the 110 kV power grid reconstruction project in H City.The problems that existing in the internal audit department of H City’s power supply company during the entire process audit of the project are analyzed.(1)The audit supervision of key links is insufficient,(2)The utilization rate of the ERP system is ineffective,(3)The audit opinion rectification is not implemented,(4)The audit conclusion is not applicable,etc.We put forward optimization measures for these problems:(1)Improving the audit evaluation index system;(2)Strengthening the audit work innovation;(3)Enhancing the audit results guarantee system;(4)Reinforcing the team building of auditor.Based on the problems identified above,this article puts forward targeted suggestions,hoping to improve and perfect the audit work of the internal audit department of the H city power company.Through the final research,this article draws the following conclusions.(1)The implementation of the whole process tracking audit of power grid construction projects can effectively control the risks in engineering construction management activities,enhance the level of engineering project management and investment benefits;(2)Although power grid companies have already began to implement the whole process tracking audit of the engineering project,but the companies should fully realize the importance to the management of the project,and needed to pay more attention to the audit work;(3)The tracking and audit of the power grid engineering project still face the problem like the lack of audit supervision at key links,incomplete audit evaluation indicators.We must actively expand the coverage of follow-up audits,optimize the establishment and improvement of audit-related indicators,and improve the quality of audit work.(4)For large-scale infrastructure projects,audit staff must ensure the communication with the participants of the construction project in a timely and effective manner to avoid unalterable deviation errors during the construction;(5)With the development of information and computer technology,audit staff must strengthen their learning and use new auditing methods,and seek new audit ideas to make audit work more effective and convenient.
