In the past,the audit of engineering projects in China was mainly the settlement audit,which belongs to the post audit,which has great limitations.Under the background of large-scale infrastructure construction and engineering audit from the settlement audit to the whole process audit,this paper discusses the theory and implementation of the whole process engineering audit,as well as its role in cost control and risk control.In recent years,enterprises over control costs and transfer risks in construction projects,generate a lot of engineering disputes and litigation,constitute a large risk of quality and safety for the construction project itself.In this paper,through analysis the whole process of project audit of an Industrial Park project,investigate and analyze the unhealthy trends and phenomena in the national construction market,such as borrowing qualification,surround-bidding,multiple rounds of quotation,unbalanced quotation,black and white contract,not adjusting the price of the material machine,low quotation and high settlement,etc.On the basis of reading a large number of relevant literatures and cases,this paper study the improvement methods and provide theoretical references for the construction project participants to improve the national construction market environment.At the same time,this paper introduces the concept of risk oriented audit into the whole process engineering audit,proposed pre-audit of high risk issues and allocate audit resources according to risk weight.Finally,the practical application measures of risk oriented whole process internal engineering audit are given,which can provide reference for domestic whole-process engineering audit application.The purpose of this paper is to provide practical reference to all parties involved in the construction project——how to reasonably control costs and risks for enterprises in accordance with laws and regulations,also to avoid excessive cost control and risk transfer resulting in the decline of engineering quality,causing engineering disputes and litigation,damaging the national construction industry and even violating national laws.
