| Land resources have played an important role in the production and life of Kunming as well as economic and social development.With the economic development,social transformation,population structure and industrial structure adjustment in Kunming,the demand for land from all walks of life is increasing day by day.Mountain-based,less flat land,less arable land,land resources that can be used for development and construction under the premise of guaranteeing basic farmland are extremely limited,the contradiction between supply and demand is very prominent,coupled with unreasonable land acquisition compensation standards,imperfect follow-up security,caused a lot of land acquisition conflicts.Although Kunming has been actively exploring a land acquisition compensation system more suitable for Kunming,there are still many problems in the specific land acquisition compensation work,among which the problems of expressway land acquisition compensation are more prominent.Therefore,this paper takes Kunming expressway land acquisition compensation as the research object,combines the land acquisition compensation theory,the optimal alternation theory of fairness and efficiency,fairness theory,sustainable livelihood theory,and uses literature research method,comparative analysis method and quantitative analysis method to Kunming.Analyze the problems in the land acquisition compensation of the expressway.It mainly analyzes the problems of unreasonable compensation standards for land acquisition,narrow compensation range and single compensation model.Through research on the problem of compensation for land acquisition of expressways in Kunming,the solutions to the current problems have been found,including grasping the trend of economic development,scientifically formulating the compensation standard for land acquisition,paying attention to the high-level overall planning and standardization,establishing and perfecting regulations and policies of land acquisition compensation,and adhering to the concept of sustainable development,supplement and perfect the compensation mode of land acquisition,strengthening comprehensive implementation efforts and building a multiple social security system.With a view to protecting the legitimate rights and interests of the people being expropriated and maintaining social harmony and stability,we can explore a land acquisition compensation system that is more suitable for Kunming and even the whole country,and ensure and speed up land supply as much as possible,finally,speed up the process of urbanization. |
