A Study On The Optimization Of Measures For Government Procurement Of Medical Devices

Medical device procurement is an important part of the procurement work of Shenzhen Municipal Government,which occupies the vast majority of the annual government procurement volume.In recent years,with the deepening of government procurement and medical reform,the problems existing in the work of government procurement of medical devices have been gradually exposed,such as "sky-price procurement "," high price and low quality" and "luxury procurement ".In the face of these voices,the government has been slow to come up with effective solutions to optimize the order of government procurement and enhance the credibility of government procurement.Therefore,it is worth studying to accurately grasp the difficult problems of pain points in government procurement of medical devices and put forward practical and effective measures.The research methods used in this paper are case study method and interview method,mainly through the study of the situation of government procurement of medical devices at the municipal level in Shenzhen from 2013 to 2019,and the way to interview the participants government procurement of medical devices.Based on the data published on official government procurement websites such as China Government Procurement Network and Shenzhen Government Procurement Network,it is found that the voice of questioning is behind the people’s dissatisfaction with the inefficiency of government procurement of medical devices and unreasonable financial expenditure.Then,the article briefly introduces the measures taken by the government to solve the problem of medical device procurement in different periods,and from three aspects of organization management,supporting system and information management,deeply analyzes the problems existing in government procurement of medical devices,and uses the theory of market failure,government failure theory and information asymmetry theory to find out the causes of the problems,mainly because of the weak management,imperfect supporting system and weak information management.On the basis of cause analysis,the author puts forward the following measures: in theorganization and management,set up the management system with the competent department of the industry as the core and the departments working together to realize the overall planning of medical resources;in the supporting system,establish the medical device product standardization dynamic management system,and create a good talent training environment;In information management,relying on information technology,on the basis of establishing operable information disclosure rules,fully excavating the value of government procurement data,forming a transparent government procurement quotation mechanism,introducing a real-time performance evaluation mechanism,breaking the monopoly situation in the medical device market,and returning the trading initiative to the purchaser.To sum up,the research on the measures of government procurement of medical devices is helpful to enrich and optimize the measures of government procurement of medical devices and enhance the credibility of government procurement and other empirical research materials,which is of great significance for the future reform of government procurement deepening.
