Along with the rapid development of economy in China, more and more Chinese companies participate in the international engineering projects under the national guidance of strategic policy. Project cost management is one of the most critical contents all through the project construction management in the International Engineering Procurement Construction (EPC) General Contracting Project. Application and practice of cost management have become the difficulty in the field of project management for the contractors. How to use scientific methodology to effectively control project cost control is crucial.This thesis takes main structure layer of engineering cost control, a municipal projects of the city road outside Suriname, as the research object, in which the direct cost of the project is decomposited based on the target cost. By sorting and calculating the project data collected from the main construction process, the existing cost control problems is discovered and dissected with the earned value theory (EVT). Finally, find out the deep-seated reasons and root issues for these problems as well as put forward solutions to the problems.Based on the research of EVT and case analysis, EVT is understood as an important method of the cost control. It also can be effective to control the project cost and schedule, reduce the cost of the project, ensure the construction progress, and the profit of the project. EVT research plays an active role in cost control of enterprise, and enhances the engineering company in international market competition. The related research results also provide references of cost control management for other enterprises in the international engineering EPC project in Suriname.
