Exploratory Spatial Data Analysis (ESDA) Methods Of Industrial Layout In The County-Level Territorial Spatial Planning

With the development of the ecological civilization system,the spatial planning system of our country is facing significant reform.The notional territorial spatial planning system,which based on the idea of "replace multiple plans into one" and focused on space governance 、structural optimization、land-use regulation by an all-coverage blueprint,is gradually shaping up.The amendment(draft)of the "Land Administration Law of the People’s Republic of China" in 2019 proposed that the notional territorial spatial planning at county-level will gradually replace the current urban planning and land use planning.In the new period,it will become the fundamental basis for all kinds of development and construction activities in the county area.As the main body of basic routine power in the territorial space structure,the spatial planning at county-level needs to solve many details and practical problems.Especially,the contradiction is extraordinary prominent in the process that choosing the direction of the land use to "industrial development" or "ecological protection"."Governing the country in the way of prefecture and county structure makes the world peaceful",county is the micro unit of national economy,also is the bottom support for the upgrading of the national and regional economic development map.The notional territorial spatial planning at county-level,which was the overall blueprint and comprehensive deployment of county development,must attach importance to the“backbone” of county economy—industrial development.For the issue of industrial homogeneity which are contrary to the development of land and resources,the phenomenon of blind and disordered development of industrial space which is contrary to the high-quality development of notional territorial space,and the isolated development limitations which are different from regional cooperation and urban-rural overall planning,the in-depth research and scientific guidance must be carried out.This paper is proposed to find an approach both been advanced planning ideas and perfect establishment methods.It can adjust the industrial structure effectively and rationally,optimize the industrial space and promote the development of the economy at the county.And finally guarantee the rational land-use of territorial spatial resources,promote the development balance between economy and ecology,and maintain the authority of the notional territorial spatial planning at county-level.Therefore,this paper focuses on the middle layer in “the Five-level & Threecategory” of the notional territorial spatial planning system.Make the comprehensive,coordinated and practicable county-level notional territorial spatial planning as the research background,applies the combinative methods of quantitative analysis and qualitative analysis,such as exploratory spatial data analysis(ESDA),to the practical case of Sanjiang Dong Autonomous County,the national key ecological function zone and the national poverty county.Through that,the research on industry layout of Sanjiang County Notional Territorial Spatial Planning was carried out under the development concept of eco-priority,high-quality construction,urban-rural integration and regional coordination.This paper adopts five research frameworks: background interpretation,principle summary,research review,method construction and case study.First of all,from the highquality development requirements of the notional territorial spatial planning for industrial layout and the contradictory demands between regional ecological service and industrial poverty alleviation development,the big-data driven exploratory spatial data analysis method is proposed to improve the traditional industrial layout planning method which is"linear,static and empirical ".After sorting out the interaction mechanism between industry and space,we understand the six major influencing factors(economy,society,population,politics,geography and technology)of the industrial layouts,and clarify the general principles of industrial development layout.Then put forward the principles and the three basic tasks(determine industries,space and strategy)of industrial layout in the notional territorial spatial planning.Secondly,following the human cognition logic of space develop,this study sorts out the evolution of industrial layout concepts and methods in industrial economics,spatial economics,urban planning and spatial metrology fields.And sum up the main transform of industrial planning methods systems to "graph &hypothesis","qualitative & quantitative” and " experientialism & rationalism ",and profiling the ESDA’s application potential in the industrial layout,which contains multilevel objectives,multi-type data and multi-step process in the national territorial spatial planning.That provides a theoretical fundament for establishing the scientific and perfect industrial layout methodology.After that,using a range of ESDA methods,such as spatial correlation;spatial heterogeneity;spatial clustering,combined with spatial analysis,neural network,visual expression technology,this paper constructs the analysis methods of 4 aspects that industrial comparative advantage,regional co-opetition trend,industrial resources endowment and industrial land layout.Finally,taking Sanjiang Dong Autonomous County as an example to study the region.It provides the “3 + 4”(agriculture +,logistics +,tourism +)composite industrial system for Sanjiang after analyzing the current economic situation and the regional pattern of industrial development.Based on the "dual evaluation",it simulates the demand scale of industrial space development in Sanjiang,and designs the space layout with the industry-habitationlandscape integration model.And put forward the regional industrial cooperation strategy under the significant regional strategies,such as the "Belt and Road","Pearl RiverXijiang Economic Belt" and so on.
