Since the new century,in the rapid development of urbanization under the guidance of urban-rural dual structure,after nearly 20 years of adjustment and construction,the total amount of primary school education facilities in towns and villages in Wuhan has basically met the standard requirements,but the imbalance between the supply and demand of local education facilities is still serious.In order to optimize the distribution of educational facilities in primary schools in towns and villages and promote the balanced development of urban and rural education,based on the full investigation of the layout of primary schools in towns and villages and the changes in the supply and demand structure of educational facilities,this paper deeply analyzes the imbalance of the supply and demand regulation of primary education facilities in towns and villages in the current situation,combined with the current level and type of supply and demand coordination,and puts forward solutions to the existing problems and adapts to the future development of primary schools in towns and villages Suggestions for the optimal configuration of the exhibition.This paper is based on the framework of " law of diachronic evolution-current situation and characteristicsoptimize promotion strategy ",and the main content is as follows.The first part analyzes the historical evolution of the layout of primary school education facilities and its supply and demand structure.With the decrease of rural school-age population caused by the urbanization process,the weak demand for basic education at the grass-roots level,and the low efficiency and quality of a considerable part of rural primary schools,the structural adjustment of educational resources in towns and villages from the supply side to the top-down,and the adaptive change of educational supply facilities in response to the change of demand subjects.The research shows that in 2000,Wuhan officially began to adjust the layout of primary schools mainly based on "withdraw" and "merge",and the number and scale of primary schools in towns and villages decreased sharply,and only in 2012 did it tend to be stable,and then fluctuated slightly.On the whole,compared with 2000,the distribution density of primary schools in towns and villages and the index of thousands of people decreased significantly,the service radius increased significantly,and showed obvious inter town differences.At the same time,the supply facilities and demand subjects of primary school education in villages and towns gather in the inner circle of Urban Development Zone in space,that is,the adjustment of facilities layout is accompanied by the centripetal concentration and upward drift of the structure center of supply and demand of facilities.The second part analyzes the unbalanced characteristics and problems of supply and demand regulation after the change of the supply and demand structure of primary school education facilities.The research shows that although the total construction of primary school education facilities in towns and villages meets the requirements,there are great differences in indicators among different types of schools,and there is also a significant gap in the accessibility and resource allocation level between the inner and outer streets and towns in urban development areas.The poor accessibility of primary schools in the peripheral streets of urban development areas leads to a series of problems,such as the distance of primary school students’ schooling far exceeds their physical and mental carrying capacity,the physical and mental health of boarding students is difficult to guarantee,and the burden of family schooling is increased.On the one hand,the average resource allocation index of students in the suburb is short,on the other hand,the index of the suburb is wasted.In addition,through the questionnaire survey and on-the-spot investigation,it is found that parents’ intervention factors and family situation factors have a significant impact on school demand.Under the background of the increasingly frequent flow of urban-rural integration development population,the school demand is greatly affected by the subject attribute,so it is difficult to effectively monitor according to the household registration population.Through the introduction of the supply-demand coupling coordination evaluation model,quantitative evaluation of the supply-demand coordination relationship of primary schools in each street town,to explore the basic characteristics and corresponding problems of the overall coordination level of the city and the internal coordination level of the town and village.There are three characteristics and problems in the overall coordination of the city: 1)the coordination of the overall supply-demand relationship but the coordination level is low,and the coordination level gap between the streets and towns is large;2)the overall coordination type shows that "supply is greater than demand",but the streets and towns show different characteristics of different types of supply-demand differences;3)the differences of supply-demand coordination level and coordination type also show on the spatial circle level of the urban area The obvious equivalent distribution feature is that the coordination level and demand activity decrease from inside to outside.There are four types of differences in the imbalance between supply and demand within the town: 1)strong supply but weak demand;2)weak supply but strong demand;3)weak supply and demand and mismatch;4)strong supply and demand but uneven pressure.In the third part,based on the imbalance between the supply and demand of primary school education facilities in villages and towns,the author puts forward the combination of differential allocation and multiple distance compensation methods to improve the rationality of education facilities allocation;strengthen the quality of rural education facilities allocation,enhance the attraction of rural school endogenesis to ease the highly centripetal and upward concentrated school-age population;accurately monitor the normal fluctuation of education demand with big data;and Measures should be taken to adjust the relationship between supply and demand of education.To promote the balanced development of town and village education and urban-rural integration in Wuhan with multi-dimensional strategy.
