Research On The Management Countermeasures Of Yangpu Port Under The Background Of Hainan Establishing Pilot Free Trade Zone (Port)

Hainan Province is China’s largest special economic zone,and the construction of a free trade zone(port)is both an opportunity and a challenge.Because of its “island economy” characteristics,the port has become the main channel for Hainan Province to trade goods with the outside world.As the largest comprehensive port in Hainan Province,Yangpu Port will play an important pivotal role in the construction of Hainan FTZ(port)and provide important support and guarantee for the development of Hainan FTZ(port).Therefore,it is of great significance to study the management of Yangpu Port under the background of Hainan FTZ(Port)and to promote Yangpu Port to adapt to the development of Hainan FTZ(port).By searching literature and comparing relevant data,the author finds that the management system of Yangpu Port is "separating the government from the enterprise".Each port is managed by the enterprise itself,the port management system and infrastructure of Yangpu Port can basically meet the current needs of economic development in Yangpu Economic Development Zone.But under the background of the construction of Hainan free trade zone(port),yangpu Port will face great challenges in terms of efficient port operation capacity,strict supervision means,innovative talent management system,perfect service system,perfect policy and system,etc.The management of Yangpu Port can not meet the development demand of free trade area(Port).The author also sums up the port management situation in Singapore,Germany,Netherlands,Shanghai and Zhejiang,and seeks for the enlightenment from the experience of Port Management: a sound port legal system and logistics service system;The degree of port informatization is high,and the basic supporting facilities of port are perfect.Based on the construction of Hainan free trade zone(port)and the actual situation of Hainan Province and Yangpu Port,the author puts forward the management countermeasures of Yangpu Port: Strengthening the port management,improving the port capacity;strengthening the channel management,improving the channel capacity;strengthening the management of Anchorage areas to ensure anchorage safety;strengthening the comprehensive management of Yangpu Port to promote the economic development of the free trade port;explore port integration and promote the complementarity of port advantages.
