Design And Application Of Performance Evaluation Index System For Power Poverty Alleviation Policy Implementation Based On Strategic Map

In the context of the comprehensive advancement of poverty alleviation work,all kinds of poverty alleviation efforts,including power poverty alleviation,have received increasing attention from relevant departments.In order to ensure the efficiency and effectiveness of poverty alleviation policy implementation,we should design and apply a reasonable and effective poverty alleviation policy performance evaluation index system.However,there is no systematic and practical evaluation index system for the performance of poverty alleviation policy implementation,especially in terms of power poverty alleviation policies.Power poverty alleviation,as a unique poverty reduction practice led by the power system,plays an important role in the overall implementation of poverty reduction work in China.Therefore,the construction of a practical and effective power poverty alleviation policy implementation performance evaluation system has important practical guiding significance.Firstly,I summarized the research results in the field of policy implementation performance evaluation as well as explored the rationality and feasibility of applying the strategic map to the construction of performance evaluation index system for the implementation of power poverty alleviation policies.Secondly,I deeply analyzed the internal logical relationship between the goals of power poverty alleviation policy implementation and its influencing factors as well as designed a performance evaluation index system for the implementation of power poverty alleviation policies.Finally,I applied the performance evaluation index system,with the implementation of the photovoltaic poverty alleviation policy of the A enterprise as an example.The result verified the rationality and feasibility of the performance evaluation index system for the implementation of power poverty alleviation policies based on strategic maps in practical applications.I came to the conclusion through research that the strategic map performance evaluation tool could meet the goal of scientifically evaluating the performance of the power poverty alleviation policy.However,when using the strategic map to design the evaluation index system as well as apply it,we should appropriately adjust the tool according to the actual needs of the performance evaluation of the power poverty alleviation policy,such as adjust the financial dimension to the value dimension as well as the customer dimension to the fact dimension.This article validates the applicability of strategic maps in the field of power poverty alleviation policies through case studies,expands relevant theoretical research and practical applications.
