Research On The Operational Risk Control Countermeasures Of The PPP Project Of Civic Culture Center Participated By HJ Company

In 2014,the state began to encourage the construction of public infrastructure to adopt PPP project,and PPP mode was rapidly promoted in China.However,since the same time,there has been a phenomenon of "focusing on construction,ignoring operation" in PPP projects in China,which makes the operation process of PPP projects worrying.Moreover,PPP project has a relatively long operation cycle,and there are many risk factors in the operation process,which will cause the decrease of operation revenue,increase of operation cost,and even the project can not continue to operate.Heze civic culture center project has been constructed since 2018,with a construction period of 3 years,and will be put into operation soon.HJ Company,as the social capital party,will be responsible for the operation and maintenance of the project,with an operation period of 20 years.In order to strengthen HJ Company’s operation management of PPP project of civil culture center and reduce the occurrence of operation risk,this paper studies the operation risk control of the project.This research mainly uses literature research,questionnaire survey,case study and other research methods,and divides the content into six parts: the first part is the preface of the paper,which mainly introduces the research background,purpose,significance,content,method,and literature review at home and abroad;the second part is the definition of related concepts and related theoretical basis,mainly introduces This paper introduces the relevant theories of PPP project and risk control,and constructs the risk control framework of PPP project;the third part mainly introduces the general situation of HJ Company’s participation in PPP project of civic culture center,including project overview,investment and financing structure and specific forms of operational risk;the fourth part is the questionnaire survey and qualitative analysis of the factors affecting the operational risk of the project Analysis,through the questionnaire survey to determine the influencing factors of operational risk,and qualitative analysis of these influencing factors;the fifth part is mainly for HJ Company to put forward the control measures to participate in the project operational risk,under the premise of following certain principles,put forward targeted operational risk control activities,in order to play the role of operational risk control activities,finally gives the operation risk control activities The sixth part is the conclusion,which mainly summarizes the research results.Through the study of HJ Company’s participation in the operation risk of PPP project of civic culture center,this study mainly draws the following conclusions: first,after the PPP project of civic culture center enters the operation stage,the possible risks that HJ Company may face mainly include the increase of operation cost,the decrease of operation income,the failure of normal operation of the project,etc.;second,the main factors affecting HJ Company’s operation risk are management level,operation and operation,operation cost,project quality,market competition,market demand,performance appraisal,etc.;thirdly,for the control of operation risk,HJ Company should follow the principle of least reasonable and feasible,pay attention to prevention in advance,flexible adjustment,etc.,at the same time,carry out targeted control activities for the influencing factors of operation risk,and provide good control environment and effective information Communication,perfect internal and external supervision and other supporting mechanisms.
