| How to improve quality,reduce cost and increase efficiency is an everlasting research topic for cargo shipping enterprises.As a heavy asset enterprise,scientific cost control is the most important research topic.One of the advantages of inland river shipping in the Yangtze River is its low cost.Under the new situation,it is very important for the Yangtze River cargo shipping enterprises and comprehensive transportation to study how to strengthen this advantage.The difficulties of cost control of shipping enterprises lie in: Firstly,the intensive capital which accounts for a large proportion.While ensuring the seaworthiness for ships,enterprises also need a lot of liquidity to pay interest,insurance,shipbuilding and repairment,etc.Secondly,the cost structure is complex,which is greatly influenced by various factors in various dimensions which vary greatly.Thirdly,it is difficult to control the cost.Whether cargo cost or ship cost are affected by the global economic situation.Fourthly,the manage location is not fixed.The entire Yangtze River waterway is the working site.Fifthly,the risk of investment is high.The decision making of enterprise on future investment may miss the good opportunity,due to the long construction period of ships,which will cause the capital chain break.In order to maintain and sustain their own position in the national economy,the cargo shipping enterprises must fully develop low cost,high safety and large shipment under the premise of innovation.National and local governments have made policies to accelerate the development of shipping industry,support green shipping,encourage multimodal transport,support the application of 5G technology to shipping industry,increase the infrastructure of ports and waterways,and promote new ship types.Fundamentally,they are trying their best to reduce the shipping enterprises cost,social cost and ecological governance cost.In a word,it is to provide support for shipping enterprises to control operation cost in all dimensions.This article is mainly divided into five parts: first,the impact of the economic environment on the cargo shipping economy is analyzed,and the two aspects of the micro environment,such as the "one belt" and "Yangtze River Economic Belt" national development strategy,as well as the international and domestic shipping market,are analyzed.Secondly,taking the impact of each factor on the cost of goods shipping enterprises as the breakthrough point,the cost analysis is carried out from seven dimensions: national policy,Chongqing policy,informatization construction,space,infrastructure,ship type and cargo.Then,taking S Company as an example,the elements and data scope involved in each dimension are streamlined.From the perspective of shipping cost composition and enterprise cost composition,business items,fixed costs and variable costs are analyzed separately,and on this basis,the management and control scheme is optimized.Then,the cost is predicted by software tools and GA-BP optimization algorithm,and the dimensionality is reasonably reduced by comparing the quality of the fitting results,which is verified by an example.Finally,this paper makes a strategic analysis of the control of cost factors,and from the internal and external perspectives,plans the control strategy of "two directions,two unification and four centralization" for policy,information,business and capital. |
