At present,China’s economy has changed from a high-speed growth stage to a high-quality development stage.The constraints of high consumption,high pollution and low efficiency in urban land use on the sustainable development of urban economy are gradually emerging.During the development of urban land resources,it is urgent to get rid of the traditional "extensive" utilization mode and turn to the green utilization of urban land with low consumption,low pollution and high efficiency to meet the requirements of economic and social development in the new era.The key to realize the green use of urban land lies in transforming the mode of economic development,optimizing the structure of urban land use,improving the ecological service capacity of land resources,seeking to maximize land economic output and social welfare while reducing the risk of ecological environment in the process of urban land use.Environmental regulation can not only improve the quality of ecological environment,but also give play to the "innovation compensation" effect to promote economic growth,which provides a new idea for the high-quality development of urban land and the improvement of urban land green use efficiency in China.As an important supplement to environmental regulation,informal environmental regulation relies on the participation and supervision of the public and environmental non-governmental organizations,and has become a reliable force to achieve environmental protection.Discussing the impact of informal environmental regulation on urban land green use efficiency is of great significance for optimizing the urban land use structure,improving the efficiency of land resource allocation and realizing the sustainable development of urban economy.With the help of the external condition that the State Environmental Protection Administration requires local governments to implement environmental information disclosure,this paper takes the evaluation report of "Pollution Information Transparency Index"(PITI)of 113 cities jointly published by the IPE and NRDC since 2008 as a quasi-natural experiment,based on the panel data of 285 cities in China from 2003 to2017.The differences-in-differences model is used to verify the causal relationship between informal environmental regulation and urban land green use efficiency,and to explore the heterogeneity of intermediary mechanism and land green benefits of informal environmental regulation under different urban characteristics.The results show that:(1)From 2003 to 2017,the annual average value of China’s urban land green use efficiency generally showed an upward trend,with an average annual growth rate of 3.14%.In terms of spatial pattern,the growth rate of urban land green use efficiency in the western region was higher and the growth rate was the largest,followed by the central region,and the eastern region was lower.(2)Benchmark regression analysis shows that environmental information disclosure,as an important tool of informal environmental regulation,has improved the urban land green use efficiency by 3.79%.(3)The effect of environmental information disclosure on urban land green use efficiency includes both the direct effect of environmental information disclosure(0.0379)and the indirect effect of optimizing urban industrial structure(0.0048).The intermediary effect accounts for11.26% of the total effect.The conclusions are as follows: First,the informal environmental regulation represented by environmental information disclosure has significantly improved the urban land green use efficiency;Second,informal environmental regulation has a positive effect on the urban land green use efficiency by adjusting and optimizing the urban industrial structure;Third,there is heterogeneity in the role of informal environmental regulation on urban land green use efficiency,which is more significant in the sample of resource-based cities,and in different types of resource-based cities,the role of growing cities and declining cities is more significant. |
