Research On The Stress Effect Of Cross-regional Transfer Behavior Of Resource-exhausted Enterprises

Since the reform and opening up for more than 40 years,China’s national economy has achieved the world-renowned high-speed growth.However,the extensive production with long-term,large-scale and high-intensity leads to excessive consumption of resources,and a large number of eastern resource-exhausted enterprises have stepped up their pace of transfer to make direct investment and establish new production bases.Nevertheless,increasingly complex industrial development environment and the further promotion of ecological protection have brought opportunities and challenges for the Midwest to achieve twin goals of economic and social environmental benefits.In this case,how to realize the sustainable development of resource-based enterprises in the East,industrial upgrading and construction of ecological civilization in the Midwest is a practical problem that needs to be solved urgently.Examining massive practical cases of cross-regional transfer of resource exhausted enterprises in China,this paper systematically analyzes the dynamic process of ecological environment degradation and constructs the mechanism analysis model to further explore the formation mechanism of stress effect.Through the literature review and literature survey,this paper makes a hypothesis of the nonlinear relationship between the crossregional transfer behavior of resource exhausted enterprises and the stress effect,then establishes a threshold measurement model to empirically judge the trend relationship and concrete manifestation between the two.Based on the characteristics of resource exhausted enterprises in the East,the economic development and the relevant environmental policies of the transferred area,the dynamic panel model(GMM)is used to study the influencing factors of stress effect of transfer behavior.Finally,the corresponding policy suggestions are put forward according to the theoretical research and empirical conclusions.The main conclusions are as follows:(1)The good and bad state of regional ecological environment is determined by the damage accumulation and pollution stock at a certain time in the region,which is equal to the time accumulation of strengthening flow minus weakening flow.Therefore,the stress effect of cross-regional transfer behavior of resource exhausted enterprises is the result of the interaction between strengthening flow and weakening flow of environmental stress,in which technical factors play a key role.(2)The threshold effect of cross-regional transfer behavior of resource exhausted enterprises on environmental stress effect is in the form of "inverted U".When the environmental regulation of the transferred area is in different intensity stages,the transfer behavior of enterprises in the East promotes first and then suppresses the environmental stress effect.(3)There are four main factors influencing the stress effect of cross-regional transfer behavior of resource exhausted enterprises,including the level of development mode,the level of environmental protection investment,the level of technological innovation and industrial structure.Among them,the level of development mode,environmental protection investment and technological innovation have negative correlation with the stress effect.However,there is a significant positive correlation between the industrial structure and the stress effect.
