Green development is an important development mode to practice the concept of ecological civilization,and ultimately realize the coordinated development of economy,society,and ecological environment,which is the development direction of resource exhausted city transformation.The transformation and upgrading work of resourceexhausted cities in China has been carried out for many years,so it is urgent to evaluate the transformation performance.However,the existing research focuses on the transformation path of resource-exhausted cities,while the research on the transformation performance is not mature.Further research is needed on how to rationally and quantitatively evaluate the transformation results.Therefore,it is necessary to innovate in the theory and evaluation index system of green development of resource exhausted cities,and quantitatively evaluate the transformation performance.This paper analyzed the theories related to resource-based cities and green development to redefine the connotation and propose an evaluation index system of resource-exhausted cities into green development.Moreover,we chose the Jiawang District of Xuzhou for verification.There are main results:(1)This paper summarized the connotation of the transformation of resource exhausted cities into green development.This paper analyzed the theoretical basis of resource-based cities and green development,and distinguished green development and sustainable development,ecological civilization,low-carbon economy,and‘two mountains' theory.(2)This study built an evaluation index system for the green development of resourceexhausted cities transformation,including 25 evaluation indexes in five aspects,including economic development,environmental quality,ecological protection,residents' life,and government support.In view of the characteristics of resource exhausted cities,the paper highlighted such characteristic indexes as ‘proportion of raw coal consumption in total energy consumption of industrial production' and ‘area of scenic spot'.(3)Based on 2005-2018 time-series data,using the entropy weight method to the typical resource-exhausted city of Jiawang transformation green development level evaluation,the results show that Jiawang transformation development situation is good,and the composite index increased from 20.46 to 83.95.The ecological environment protection and the city's economic development has achieved fruitful results,but in the atmospheric environment quality controls and residents' green life still need to continue to strengthen the management actions.(4)According to the comprehensive evaluation results of the transformation green development level of resource exhausted cities in Jiawang District,this paper put forward some suggestions for further transformation and development,including enhancing the government's administrative efficiency,deepening the adjustment of industrial structure,improving the environmental quality,and enhancing the public civilization quality.(5)The evaluation results were consistent with the actual development situation of Jiawang District,indicating that the index system constructed in this study is reasonable,which can reflect the achievements of resource exhausted cities' transformation into green development to a certain extent.So,this indicator system can be promoted to other resource exhausted cities.
