In recent years,with the excessive consumption of coal resources,the frequency of heavy pollution such as smog and acid rain has increased year by year.In order to reduce the appearance of heavy pollution such as smog and acid rain,and let people enjoy the livable environment of clear water and blue sky,China released the "Ten Atmospheres" to control air pollution in 2013.The first of the "Ten Atmospheres" is comprehensive Govern coal-fired boilers and accelerate the "coal to gas" project.Various departments and regions have also responded to the "Ten Atmospheres" and successively issued relevant policies for "coal to gas",especially the "Beijing-Tianjin-Hebei Air Pollution Prevention Measures(2016-2017)" issued by the Ministry of Environmental Protection in 2016.Clearly put forward the requirement to complete the replacement of loose coal with clean energy within a time limit.Under the impetus of a series of policies,China’s "coal to gas" project has been fully launched.However,because of the late implementation of my country’s "coal to gas" project and the hasty advancement,although certain results have been achieved,various problems have arisen.In order to summarize the lessons and experience in the implementation of the "coal to gas" project,and provide reference for the next step of the government to promote the "coal to gas" project in an orderly and efficient manner,this paper takes the problems of the "coal to gas" project in Zaozhuang City,Shandong Province as The research object qualitatively analyzed three typical problems in the process of "coal to gas" in Zaozhuang City,and put forward corresponding countermeasures.The “coal to gas” project in Zaozhuang City studied in this paper includes two aspects: one is the large-scale transformation of industrial coal-fired boilers in Zaozhuang City to gas-fired boilers,that is,industrial “coal to gas”;Natural gas pipelines are laid on a large scale in the region,and coal-fired soil heating stoves used by rural residents for heating in winter are replaced by gas-fired wall-mounted boilers.The three typical problems that arise in the process of "coal to gas" analyzed below are around the two aspects of industrial "coal to gas" and rural "coal to gas".Other aspects of "coal to gas" are not in this article.Research.Zaozhuang City started to implement the “coal to gas” project in 2015,and basically completed it in 2019,which lasted about 4 years.This paper collects data on natural gas consumption newly added to the “coal to gas” project in Zaozhuang City during the past four years,and uses emission factor method and material balance algorithm to reduce the emission of major atmospheric pollutants due to the “coal to gas” project.The amount was calculated;at the same time,this paper uses the directional distance function(SBM-DDF)based on the relaxation variable to build a model to evaluate the comprehensive net benefit of the “coal to gas” project in Zaozhuang City.This article summarizes three typical problems in the analysis of the problems in the process of "coal to gas" in Zaozhuang City,namely the "gas shortage" problem,the leakage of natural gas pipelines in rural areas,and the people’s satisfaction with the "coal to gas" project.For low-level problems,in the analysis of these three typical problems,the focus is on in-depth research on the countermeasures for the "gas shortage" problem,and a solution for peak shaving using small LNG gasification stations is proposed,and The net annual value method was used to technically and economically compare the gas storage methods of LNG storage tank and CNG storage tank,and quantitatively analyze the economic applicability of LNG storage tank storage and CNG storage tank storage.Through the research in this article,the following main conclusions are obtained:(1)By constructing a directional distance function(SBM-DDF)model analysis based on relaxation variables,after the implementation of the "coal to gas" project in Zaozhuang City,the green net improvement benefits in the field of civilian bulk coal have increased by about51%,and the economy of energy use — The comprehensive environmental benefits have increased by about 35% on the existing basis.(2)The three typical problems in the implementation of the "Coal to Gas" project in Zaozhuang City are the "gas shortage" problem,the leakage of natural gas pipelines in rural areas,and the people’s low satisfaction with the "coal to gas" project.problem.(3)The net annual value method was used to compare the technical storage of LNG storage tanks and CNG storage tanks,and the functional relationship between the net annual value of unit cost and the amount of gas storage was established.In Zaozhuang City,it is more economical to choose the peak shaving method of LNG gasification station in response to the "gas shortage".(4)The use of Arc GIS-based fuel gas inspection system to manage the inspection personnel can effectively improve the subjective initiative of the inspection personnel,so that the inspection personnel can cover all the inspection areas in the daily inspection process and reduce the damage of gas by third parties Pipeline possibility.
