| In recent years, with the increase of China’s demand for imported LNG, the LNG receiving terminals in Dalian,Jiangsu, Qingdao, Tangshan, Shenzhen are put into production, and what follows that is the question of how to ensure the safe construction of LNG receiving terminals as well as taking into account the local environmental protection.Shenzhen emergency LNG peak-shaving station, as the auxiliary project for the second pipeline of west-east gas transportation project, is a terminal of LNG storage, receiving, unloading, gasifying and transportation, serving the Pearl River Delta market in second west-line with gas supplying, peak shaving and emergency dealing. This terminal is located in south central part in Guangdong province, juncture of east part of Shenzhen, south-east part of Huizhou and south part of Dongguan. The pipeline starts from Diego Fu Bei, Dapeng Peninsula, Shenzhen city, lining through Shenzhen, Huizhou and Dongguan and connecting to Guang-Shen branch of the second west-line. The pipeline is63km long, the designed transportation volume is125x104Nm3/h, the recommended scheme is designed pressure9.2MPa, pipe diameter DN800.This paper starts with introduction of the basic conditions of the Shenzhen LNG terminal that works as emergency peak-shaving station for the second line of west-east gas transportation project, including its geographical position, the demands of engineering construction, supporting engineering, staffing, etc. then it makes identification of major risk source of the pipeline by using FTA, establishing the mathematical model of fuzzy comprehensive evaluation. Since the project is still in planning stage, the paper establishes the failure-possibility evaluation index system which focused on investigation and design and gives an example to verify the risk fuzzy comprehensive evaluation. And then the paper makes analysis of the inherent risks and harmful factors, including dangerous and processing harmful factors. Since the pipeline is not in construction, the paper makes the detailed analysis and discussion on mutual effects of pipeline construction and the surrounding environment. Finally, the paper makes analysis of safety control scheme for the pipeline construction project.By demonstration of safety conditions, the paper considers the project has the basic safety conditions to put into construction. |
