Study On The Protection Zoning System Of Japanese Natural Parks Based On Spatial Control

With the construction of the national park and the reconstruction of the nature reserve system,China has gradually constructed the framework of the nature reserve system and put forward the preliminary conceive of the protection zoning system.However,the protection zoning system is still in the stage of theoretical research and exploration,and its rationality has not yet been determined,and still remains many contents that need to be discussed and deepened.Moreover,in the practice of national park pilot projects,there are also problems such as different zoning schemes and chaotic of standards.It is urgent to propose a more complete and unified protection zoning system based on the summary of the pilot projects experience.The Japanese nature park system has been developed for nearly a century and has accumulated rich experience in all aspects.In particular,its unified zoning management system,which transcends land ownership,is a key measure to balance protection and utilization.In addition,Japan is close to the eastern region of China in terms of man-land relationship,environmental constraints and historical context.The current construction status and management measures of its nature park protection zoning system,especially its continuous improvement process and experience with its own national characteristics,have special inspiration and reference value for China to explore a suitable nature reserve system.The thesis takes the Japanese natural park protection zoning system as the research object,through exploring its establishment background,evolution process,current system and measures taken to deal with specific problems,summarizing its characteristics and combining with the needs of China’s nature reserve system construction,puts forward specific suggestions.First of all,the thesis expounds the social and institutional background of the establishment of the "regional system" protection zoning system of Japanese nature parks,sorts out the evolution process of the protection zoning system and analyzes its specific reasons,introduces the current protection zoning system and its construction status in natural parks.Then,by decomposing the management content of natural parks into several aspects such as resource protection,recreational utilization and residents’ production and living,the distribution status of related elements in the third-level natural parks and different protection zones is analyzed,and its spatial control measures for different dimensions are summarized.After that,by analyzing the background and content of zoning change in typical cases,as well as the solutions to specific problems,summarize the control measures taken to balance the protection and utilization of the case,and compare the differences in the zoning control of the threelevel natural parks.Finally,the thesis summarizes the development experience of the protection zoning system of Japanese natural parks and the characteristics of its spatial control,combined with the current construction status of the protection zoning system in China,proposes specific suggestions such as improve the zoning type,establish unified zoning standards and control measures,keep a watchful eye on those areas with low control intensity,and pay attention to the balance between the protection of secondary natural environment and the overall ecosystem,promote appropriate utilization with recreational behavior and intensity control,replace forced relocation with construction control and consultative management and so on.
