Research On Performance Management Of Wastewater Treatment PPP Project Based On Multi-case Analysis

PPP projects have large investment amounts and long project cycles,and performance appraisal is the main basis for the government to pay social investor.From the perspective of policy trends,the Ministry of Finance has increasingly strict requirements for the performance appraisal of PPP projects.There are many types of PPP industries,and each industry has different characteristics and requirements.It is of practical significance to study the performance appraisal characteristics of each industry.This article takes the field of sewage industry as the research object,analyzes in detail the current development status of the industry,main processes,output standards,etc.,excavates key indicators of the sewage treatment industry,designs a common index system for the industry,and designs performance indicators for PPP projects in the sewage treatment industry for reference.Based on the theory and current policies,this paper firstly combs the status quo of our country’s PPP performance management system,including concept and definition,implementation process,performance evaluation system construction,and application of evaluation results.Then it combed the status quo of our country’s sewage treatment industry and the status quo of performance management in detail.Including industry characteristics,the development overview of PPP projects in this industry,the main assessment basis of sewage treatment projects,the composition of the assessment system,the important indicators of sewage treatment industry,the impact of assessment on payment,etc.Then,analyze the factors that may affect performance management in the sewage treatment industry and key success factors.The study found that the project construction on schedule,the project quality management,the successful project operation,and the government’s integrity performance are all necessary conditions for the success of the project.Finally,this paper optimizes the design of the index system obtained by statistics,and obtains a more general sewage treatment project index system.On the whole,it is not difficult for sewage treatment projects to achieve good project schedule control and quality management.The difficulty lies in the breakthrough and innovation of process technology and the response to project variables.The utilization of sewage resources and the harmless treatment of sludge will also be the highlights of sewage treatment projects.
