Study On The Modernization Of Water Ecological Environment Governance Capacity In The Ecological Leading Area(Yixing)

The ecological leading area(Yixing)is located in the western part of the Taihu Lake Basin.Since 2007,it has been a tough battle for algae control in Taihu Lake for a decade.However,the water quality has been improved slowly in recent years,which has aroused people’s new thinking on the direction of water ecological governance.The Third Plenary Session of the 18 th CPC Central Committee put forward the new idea of "promoting the modernization of national governance system and governance capacity".The modernization of ecological environment governance is also required for the construction of ecological civilization.In "263" special action,Jiangsu Province identified Yixing as one of the pilot cities of the ecological leading area,in order to establish a long-term governance mechanism for water ecological environment.It can provide a modern policy demonstration for the Taihu Lake Basin and other regions with similar water environment problems.Therefore,based on the current situation of the water ecological environment in Yixing,this paper will evaluate the water ecological governance capacity,analyze the existing problems and provide modernized countermeasures.The main research contents and conclusions of this paper are as follows.1.A total of 40 monitoring points were set up in eight functional areas of water ecological environment in Yixing,which were monitored in three water periods.The water quality is evaluated by single factor method,and the status of aquatic organisms are evaluated by zoobenthic biological integrity index.The final water eco-environmental quality index(WEQI)shows that the water ecological environment condition in Yixing is Ⅱ-02>Ⅰ-03>Ⅱ-07>Ⅲ-07>Ⅱ-03>Ⅲ-10>Ⅲ-11>Ⅲ-20.2.The index system is constructed based on the four-stage framework of "supervision,management,treatment and service",which includes 4 second-level indexes and 22 third-level indexes.Then,the weight of monitoring ability,regulation ability,pollution control ability and basic service ability is determined to be 0.2662,0.2902,0.2160 and 0.2276 by combination weighting method.It indicates that the government pays more attention to the monitoring ability and regulation ability.Finally,the score of governance capacity from 2016 to 2020 is calculated.The monitoring ability increases by 24.2 points,the regulation ability increases by 23.3 points,the pollution control ability increases by 15.6 points,and the basic service ability increases by 20.5points.The modernization growth rate of pollution control ability and basic service ability is relatively slow.3.Through interviews and questionnaires,it is found that the monitoring ability and regulation ability are still insufficient in terms of facilities,team construction and supervision means.More importantly,the consciousness of pollution control is not systematic,and the level of platform construction of basic service ability needs to be improved.4.Based on the objective assessment and subjective analysis of the water ecological environment governance capacity of Yixing,specific and targeted ways to improve governance capacity are provided,including comprehensive monitoring,scientific regulation,fine pollution control,and information-based services.
