The CPC Central Committee and State Council attach great importance to the increasingly prominent issue of water pollution in China and clearly regard water environment protection as a significant element of ecological civilization construction.In 2015,the Ministry of Environmental Protection issued the Notice of the State Council on Issuing the Action Plan for Prevention and Control of Water Pollution,interpreting the Action Plan for Prevention and Control of Water Pollution in appendix.Governments across the country responded positively and issued detailed rules in succession for the Ten Water Pollution Prevention and Control Plan applicable for local governments.Among them,sewage treatment is an important part of water resources protection.In order to further reduce the impact of sewage discharge on water resources,most of urban sewage treatment plants in China have undergone a round of renovation projects entitled “Drainage Standards Upgrade” since they are designed according to the Class I standard B of “Pollutant Discharge Standard for The Discharge of Pollutants”(GB18918-2002).After the renovation,the sewage discharge standard has been upgraded to the Class I standard A of "Pollutant Discharge Standard for Urban Sewage Treatment Plant"(GB18918-2002),or the Class IV standard for surface water.How to achieve the reconstruction and comprehensive renovation of plant buildings(structures)and various pipelines while maintaining the normal operation of plant production and standard drainage system without halting(reducing)production has become a big challenge that every plant has to face.From the perspective of the construction owner,this paper exams and analyzes the risk management of the project by taking the upgrading and reconstruction project of Water Supply M and Sewage Treatment Plant A as the object.The risk corresponding measures are put forward in this paper.Firstly,the paper introduces the background and significance of the upgrading and reconstruction project of sewage treatment plant,and briefly sets forth the research status of the same kind projects at home and abroad and differentiates the correlation theories to risk management of project.Lastly,it briefly illustrates the research content,method and technical route of risk management about a project to upgrade emissions standards of sewage treatment plant A.Secondly,the paper teases out three basic characteristics of upgrading and reconstruction project by analyzing project background,basic situation,renovation content and management system,which contributes to 4 main risk categories including environment risk,operation risk,technology risk and other risk.Besides,19 kinds of major risk features are summarized in this paper.Then,experts and administrator personnel from Organization Project Department identify the projects risks respectively according to construction preparation,construction process,completion acceptance and formal trial.On this basis,33 in total risk events can be included,and the risk incidents are comprehensively evaluated from the two perspectives of risk probability and costs.What is more,the risk events can be classified into one to five different levels according to the risk index.At the same time,different risk tactics should be took to deal with different risk events: high risk area--avoidance strategy;high risk area A--prevention,suppression and transfer strategy;high risk area B--self-retention prevention strategy;low risk area--self-retention strategy.Among them,the primary and secondary risks are regarded as acceptable risks and treated as general risk control.Risks level 3,4 and 5 are managed as key risk events.Risk strategies are determined by consulting experts’ suggestions so as to formulate key risk management and control of project and implement individual and corresponding responsible departments.Carry out the whole-process tracking system to ensure that risk management is controllable and under control in a scientific and effective way.Finally,through the risk management practice of the upgrading and reconstruction project of the sewage treatment plant A,this paper puts forward specific safeguard measures in four aspects for risk management and control which are strengthening the construction of risk management team,stepping up the intensity of technical risk control,maintaining the intensity of safety risk control and insisting on whole-process monitoring and continuous improvement.At the same time,this paper summarizes the experience of project risk management and puts forward the outlook for the future development of similar projects.To sum up,this paper proposes a simple and convenient solution to solve “low practicality” for risk management of similar projects and puts forward risk management and control measures which improve the efficiency of risk management so as to accumulate experience for risk management of similar projects in the future by expounding risk identification,evaluation and control of the upgrading and reconstruction project of the sewage treatment plant A and introducing risk management system based on the workflow of project.
