Climate change has an important impact on human survival and social and economic development.In the past,China vigorously developed heavy industry,consumed a lot of natural resources.The extensive development mode led to endless pollution problems.Adjusting industrial structure,innovating environmental protection technology and realizing sustainable development have become one of the focuses of our current work.In the 19 th National Congress of the Communist Party of China,General Secretary Xi stressed: "We should take helping the transformation and upgrading of industrial structure as the key direction of economic development,focus on promoting the development of strategic emerging industries,and encourage technological transformation and innovation.","firmly win the battle of ‘Blue Sky Defense’".To this end,the state has formulated a series of strict environmental policies,and governments at all levels have responded positively to reduce the damage of economic development to the environment.In this context,this paper aims to reduce environmental pollution of low-carbon city pilot policy as a starting point,to explore the policy effect of low-carbon city construction in the proportion of producer services and the development of environmental technology level,to provide a theoretical basis and policy recommendations for the further development of low-carbon city pilot policy in China.The research context of this paper mainly includes: firstly,it introduces the research background,purpose and significance of this paper,puts forward the possible innovation and shortcomings,and constructs the technical path.Secondly,this paper studies the possible path of the structure and technology effect,and obtains the research hypothesis.Again,it selects and measure the indicators,set differential variables and test the parallel trend.Starting from the low-carbon city pilot policy,based on the data of 284 prefecture level cities in China from 2003 to 2016,this paper uses the double difference method to explore the structure and technical effect of the policy and verify the research hypothesis.Then,a series of robustness discussion and heterogeneity analysis are carried out to test and enrich the research context.Finally,based on the empirical results,this paper draws conclusions and puts forward corresponding policy suggestions.The empirical results show that: the pilot policy of low-carbon cities can significantly increase the proportion of producer services in China,and the proportion of producer services in pilot cities is about 2.61% higher than that in non-pilot cities;but the impact of the policy on environmental technology is not significant,"Porter effect" has not yet played a role.On the whole,the policy effect of low-carbon city pilot policy is mainly reflected in the structure,but the technology effect is not obvious.After a series of robustness tests,the conclusion is still valid.Furthermore,according to the heterogeneity test results,the conclusions are as follows:(1)In terms of urban scale,the policy effect is significant in large cities with a population of more than 1 million,and is most obvious in a class of large cities;(2)In terms of industry segmentation,the construction of low-carbon cities has significantly increased the proportion and number of employees in information transmission,software and information technology service industry,wholesale and retail industry,scientific research,technical service and geological exploration industry;(3)In the region,the policy significantly increased the proportion of producer services in the central and western regions.Therefore,this paper believes that: first,the pilot policy of low-carbon cities can be used as an effective means to promote the upgrading of China’s industrial structure.Through the comprehensive promotion of low-carbon city policy,promote the service of industrial structure,improve the degree of specialization of service industry.Second,we should continue to increase investment in technology,formulate reasonable supervision,reduce the distorting effect of policies,and promote the development of environmental technology.Third,the implementation of the policy should be adapted to local conditions and scale,so that each city can better develop low-carbon economy under its own characteristics. |
