| Urban solid waste refers to the solid waste produced in the production and life of urban residents,or in the activities of providing services for urban daily production and life.Generally,it can be divided into household waste,construction waste,garden waste,and general industrial solid waste.In 2019,China puts forward a policy to create 11 zero-waste cities nationwide,and Zhejiang Province has also proposed the goal of creating zero-waste cities across the province.Shaoxing City is located on the south bank of Hangzhou Bay with convenient transportation,superior geographical location,developed industry,high green coverage area and dense water network.It is a typical Jiangnan water town.In 2019,,Shaoxing City was listed as one of the first 11 pilot " zero-waste city ".This paper summarizes the current situation of domestic and foreign urban construction waste and garden waste resource utilization as well as the actual situation of that in Shaoxing.The field survey and GM(1,1)model method were used to estimate and forecast the output of construction waste and garden waste in Shaoxing at present and in the next five years.In 2018,the amount of construction waste in Shaoxing was 9.21 million tons,which is twice that of 2009.It is predicted to generate 14.43 million tons by 2023.In 2018,the garden waste in Shaoxing was 66235 tons,48%increased to that of 2008.This paper studies the urban solid waste recycling project in Keqiao District,Shaoxing,which dealt with an annual disposal of 500,000 tons of construction waste and 50,000 tons of garden waste.It analyzed the technical path,product market,economic benefit and social benefit of Zhejiang Runtong Company’s self-developed waste biomass pyrolysis carbon-gas cogeneration technology for co-processing urban construction waste and garden waste.It was found that this project saved 500,000 acres of land resources for landfills,cut down 200,000 tons of quarry mines,reduced 100,000 tons of carbon dioxide emission,saved 100,000 m3 mature soils and 5,000 tons of standard coal.Based on the above case analysis,it puts forward an industrial development path and model of synchronizing process of construction waste and garden waste in Shaoxing.In view of the existing problems in Shaoxing,it is proposed that the Shaoxing Municipal Government should take more active actions in the aspects of resource policy making,using big data platform to supervise and manage,strengthening planning guidance,publicity and education to improve public awareness. |
