Industrialization has significantly improved living standards for masses,but it also brings negative effects.Destruction of natural environment caused by industrialization has become a focus.The report of the 19 th National Congress of the CPC points out that "green water and green mountains are golden mountains and silver mountains".Environmental protection has been placed in the primary position of policies.Hazardous waste disposal is one of important issues.Economic development leads to the rapid increase of hazardous waste production,which significantly affects human health and restricts sustainable development.Therefore,it is of practical significance to analyze the investment decision of hazardous waste disposal project under the guidance of theory.Reasonable operation of hazardous waste disposal project has significant economic benefits,and many investment institutions regard it as an ideal target of investment decision.However,investment risk of hazardous waste disposal project can’t be ignored if completely financed and organized by the investors.Moreover,hazardous waste disposal projects have a considerable degree of public infrastructure properties.If the government can deeply intervene in the construction and operation,it is more beneficial for social capital to obtain reliable income,and it can also significantly promote government governance and even public interests.PPP mode(Private and Public Partnership)is a typical operation mode of public infrastructure projects which will significantly enhance interests and risk sharing of all parties.In this paper,PPP mode is introduced into hazardous waste disposal projects,and the types of investment decision-making factors are selected,obtains the weight of decisionmaking factors by analytic hierarchy process method and Fuzzy comprehensive evaluation method,analyzes the overall evaluation level,discusses the reasonable sharing mechanism,and uses Monte Carlo simulation to get calculation results of economic evaluation index by means of probability,obtain a more effective method for investment decision-making of hazardous waste disposal project by using qualitative and quantitative methods.Figure 19;Table 39;Reference 56... |
