| China’s economy has developed rapidly since the reform and opening up for 40 years,and the severe ecological and environmental problems such as excessive utilization of resources and aggravation of pollution emissions also appear.In order to solve the problem of ecological environment,the Fifth Plenary session of the 18 th CPC Central Committee stressed the concept of green development,increased environmental governance,and formulated a series of regulatory policies on environmental protection.While the government solves environmental problems through environmental regulation,it is the core of breakthrough development and progress to contain the high energy consumption,the spread of high pollution industries,the modification and allocation of industrial composition structure,and the upgrading of industrial structure.Based on the data of 30 provincial panels in China from 2004 to 2017,this paper studies and analyzes the spatial heterogeneity of environmental regulation on industrial structure upgrading.The first step is to summarize the basic theories involved in environmental regulation and industrial structure upgrading and their mechanism of action;the second step is to explore the temporal and spatial evolution characteristics of industrial structure upgrading on the basis of theoretical analysis;the third step is to test the spatial heterogeneity and spillover effect of environmental regulation on industrial structure upgrading by constructing spatial Dobin model.The main findings of the study are as follows:(1)Based on the theory of "following the cost effect ",there is a negative correlation between formal environmental regulation and industrial structure upgrading,and spatial heterogeneity is not obvious.With the increase of the intensity of formal environmental regulation,the upgrading of industrial structure in this area and surrounding areas will be restrained,and the government should gradually weaken the mandatory formal environmental regulation.(2)Informal environmental regulation on the upgrading of industrial structure has a certain spatial heterogeneity.In the eastern and western regions,informal environmental regulation can significantly promote the upgrading of the local and surrounding industrial structure,and the eastern region has a greater effect;in the central region,Informal environmental regulation is not conducive to the upgrading of the local and surrounding industrial structure.Therefore,the eastern and western regions should increase the intensity of informal environmental regulation,while the central region should be weakened.(3)In addition to environmental regulation,there are spatial differences between control variables on industrial structure upgrading.The eastern region should encourage technological innovation,reduce the degree of opening to the outside world,and reduce the expansion of industrial scale.The central region can reduce the technological innovation behavior of enterprises,mainly apply social resources to improve the degree of opening to the outside world and expand the scale of industry. |
