| Since the 19 th National Congress of the Communist Party of China(CPC),the concept that "clear waters and lush mountains are invaluable assets" has taken hold in people’s minds,and green development has become a key link in China’s efforts to achieve highquality development.Reverse green technology spillover effect refers to the green technology spillover effect of OFDI on the home country,which is opposite to the technology spillover effect of OFDI on the enterprises and industries of the host country.The reverse green technology spillover effect of OFDI drives the competition and demonstration effect among enterprises at the industrial level through the feedback of R&D results,the sharing of R&D costs and the flow of talents at the enterprise level,and then promotes the industrial association at the national level and the improvement of the national green technology level.At present,China is in a critical period of green transformation and development,and improving the level of green technology is the source of green economic growth.The reverse green technology spillover effect of OFDI plays an important role in improving the level of green technology.It is necessary to conduct an in-depth study on the impact of the reverse green technology spillover effect of OFDI on the progress of green technology in China.This paper has following four aspects of research work.Firstly,using the directiondistance function model of the data envelopment analysis method that contains the undesirable outputs,the Malmquist productivity index is constructed to estimate Green Total Factor Productivity(GTFP)of China’s provinces,municipalities and autonomous regions from 2004 to 2017,and is used to measure the level of Green technology in 30 provinces in China.Secondly,a provincial panel regression model with GTFP as the explained variable and OFDI as the core explanatory variable is constructed to empirically test the influence of OFDI on green technology in the home country.Thirdly,in order to further analyze the impact of OFDI with different investment motivations on green technology progress in the home country,OFDI is classified and analyzed.Economic scale,resource abundance,consumption capacity(per capita GDP),R&D capacity,technology content and business environment are selected to represent the characteristics of the host country,and ward analysis method is used to systematically cluster 34 host countries of China’s OFDI,which is used as the classification basis of OFDI with different investment motives.Fourthly,a provincial panel regression model with OFDI of different investment motivations as explanatory variables is constructed to analyze the impact of OFDI of heterogeneous investment motivations on green technology progress in the home country.The main research conclusions are as follows.Firstly,China’s GTFP shows an increasing trend from 2004 to 2017,and the growth is mainly due to the growth of green technology progress.Secondly,the mechanism of the reverse green technology effect of OFDI is analyzed theoretically,and the reverse green technology spillover effect of China’s OFDI is proved by the quantitative method,which is still robust after replacing the proxy variable of the explained variable and the core explanatory variable.Moreover,heterogeneous investment motivations of OFDI have different influences on China’s green technology progress.Thirdly,the resource-seeking and efficiency-seeking OFDI have inhibited China’s green technology progress,while the market-seeking and technology-seeking OFDI have promoted China’s green technology progress.Fourthly,due to the different regional development levels,OFDI has reverse green technology spillover effect in the eastern and central regions,while there is no reverse green technology spillover effect in the western regions. |
