The Research On Operational Capability Maturity Of Environmental Protection Facilities

With the rapid development of the economy,environmental pollution becomes increasingly serious since China’s reform and opening up.The accumulative discharge of pollutants in some regions exceeds the carrying capacity of the environment.The haze occurs frequently,the water quality deteriorates,the environmental problems in turn become the factors that constrain the economic development.To this end,the state has adopted policies to guide the treatment of industrial pollution from decentralized governance to centralized governance.The third-party governance has become an important development direction of environmental pollution control.The following topic is to discuss how the government,pollutant discharge enterprises and pollution control enterprises can effectively evaluate the environmental pollution control units,thus facilitating government supervision and the selection of pollution control units by pollutant discharge enterprises,and being conducive to the independent evaluation and improvement of pollution control enterprises.This paper mainly studies on the evaluation methods that how the environmental protection enterprises realize environmental protection performance continuously and it obtains the best practice of environmental protection enterprises by means of literature research and expert investigation,in which constructs the operational capability degree model,and establishes five-level maturity system: start level,development level,steady level,robust level,and excellent level.The analytic hierarchy process(AHP)method is used to determine the weight of each index,and the fuzzy comprehensive evaluation method is used to evaluate the object being evaluated.In this paper,a certain environmental protection project is selected as the empirical research object whose overall score is 2.66,which means there is much room for improvement,considering its five capabilities items including the equipment risk management fail to reach the standard level and the maturity level is defined as the development level.At last,the method of improvement is proposed.The capability maturity model is first applied to the study in the field of the operational capability evaluation of environmental protection facilities.The application scope may include the owner self-operation,the government self-operation,the third party operation,etc.
